Job Description:

The Field Officer is responsible for project implementation, supervision of activities and coordination with district authorities and relevant NGOs within field office area.

 

She/he will conduct himself/herself both professionally and personally in such a manner as to bring credit to DACAAR and to not jeopardize its humanitarian mission.

 

Responsibilities:

 

Prepare action plan and make sure that all interventions and achievements within the target area are on the right track towards project objectives and goal.

Supervise daily assignments of Field Engineer, Agronomist, Animal Husbandry Officer and Social Organizer and other staff of the field office.

Coordinate the project activities with Project Manager, regional office and district authorities and liaise with the local authorities, local shuras, NGOs and donor’s representatives within the field office area.

Support the project staff in the field level.

Coordinate the project implementation with the Opretions, Technical & Coordination staff and UNODC Project Manager.

Having close coordination with P-RRD, Provinical Agriculture Directorate for the purpose of good quality of project implementation.

Observe from related activities of (poultry farming, cereal crops & high value crops production, cow stable improvement, artificial insemination, agricultural seeds distribution and construction of check dam/reservoir) and make sure all activities are going on plan accordingly.

Solve the problems, if any, of project staff with community and authorities.

Check the quality of work and local materials of different project interventions;

Oversee the correct use of DACAAR assets including vehicles/equipment and supervise regularly.

Oversee proper use of the cash and closely monitor the cash flow and expenditure of the project.

Mobilize communities to contribute their part to the project so that the communities are functioning well and participating in relevant project activities.

Observe the community contribution amount and keep track of figures and keep the CDCs informed through the relevant staff.

Inform project staff of decisions made by Regional/Program/DACAAR Senior Management.

Control/authorize leave for project staff;

Facilitate human resources allocation to project in relevant locations and consulates with Regional Manager about the issue.

Conducting the village survey for UNODC project related activities.

Purchas and authorize the local construction materials.

Prepare monthly expenses vouchers of the project.

Prepare monthly progress reports, stock reports and attendance reports.

Prepare completion reports and send it to the main office to enter into the program database.

Prepare and send completion reports to SRO Field Coordinator and UNODC Project Manager.

Prepare a non-expendable stock report at the end of the project.

Ensure security of the field and relevant staff.

Ensure engineering work complies with design and standards.

Authorizing leave of the project staff.

The holder of this position must strictly follow the organization existing security policies, procedures, and daily instructions of the safety personnel.

Any other tasks given by the supervisor .

Job Requirements:

Education/ Qualification and Employment Benefits

 

Education: Bachelor Degree in Agriculture is required. But, master degree is perforable.

 

Experience: At least 5 years of proven experience in Natural Resources Management (NRM) is required.

 

Other qualifications’ an advantage:

 

Ability in team working, Management skills and ability to properly planning, Organizing and implementing project activities.

Having skills of Strong reporting, effective communication problem solving and conflict resolution skills

Strong organizational skills with the ability to prioritize tasks effectively and supervision skills

 

Languages: Oral and written fluency in (English, Dari, Pashto)
