Job Description: Safety and Security Officer
Primary Purpose:
Ensure the safety and security of TLO personnel, premises, and operations through efficient monitoring, planning, and coordination. Support staff and program activities while adhering to established security protocols and standards.
Key Responsibilities:
1. Premises and Personnel Safety:
- Monitor surveillance systems, inspect office compounds, and secure entry points to protect TLO premises and personnel.
- Ensure the TLO compound is secure, with sturdy fences and gates maintained to prevent unauthorized access.
- Supervise security guards to ensure they are aware of their responsibilities and provide 24/7 coverage.
- Implement measures to reduce safety risks and damage to TLO properties.
- Conduct regular checks to confirm the availability of fire extinguishers, first aid kits, and emergency contact lists in all TLO offices.
- Ensure security officers in field offices are informed of their duties and equipped with essential tools like torches, mobile phones, and emergency contact lists.
- Assess new premises for security risks before lease agreements are signed.
- Support the research unit in conducting context assessments.
2. Transportation and Movement Security:
- Verify that all vehicles are equipped with updated fire extinguishers, first aid kits, and TLO emergency contact numbers.
- Ensure vehicle seat belts are functional and staff adhere to safety protocols.
- Collaborate with the logistics team to monitor vehicle movement and enforce speed limits using GPS tracking systems.
- Coordinate staff movements in the field in consultation with field staff.
3. Communication and Reporting:
- Provide regular updates to staff on provincial security situations via email, SMS, or other communication methods.
- Maintain reliable communication with staff, security organizations, and stakeholders, ensuring information (even rumors) is promptly shared with supervisors.
- Ensure communication equipment, including VHF radios, Thuraya SAT phones, and mobile phones, is functional and charged.
- Establish multiple communication networks for emergency scenarios.
- Collaborate with local security organizations and attend security meetings upon supervisor approval.
- Prepare Security Incident Reports (SIRs) and consolidate monthly security reports with analysis.
- Conduct security inductions for new staff and visitors, offering regular updates on security procedures.
- Maintain and update security management plans, ensuring all staff are aware of their roles and responsibilities.
- Write detailed security management reports with situational analyses and recommendations.
Requirements:
Education:
- University degree in a relevant field.
Experience:
- Minimum 5 years as a Security Officer in humanitarian or recovery contexts.
- Proven expertise in security incident response, policy development, and conducting security assessments.
- Documented success in humanitarian negotiation and access strategies in complex emergencies.
- Experience with security management for humanitarian NGOs.
Skills:
- In-depth understanding of humanitarian safety practices and their application.
- Strong network of security contacts and reliable information sources.
- Ability to gather and analyze information quickly and accurately.
- Familiarity with TLO Security Plans, country security contexts, and SOPs.
