Job Description:
Staff/Program and Premises Safety/Security:
- Ensure the safety of TLO premises and personnel, monitoring surveillance equipment, and inspecting the office compound, equipment, and entry points.
- Maintain secure TLO premises by ensuring fences and gates are strong enough to prevent unauthorized access.
- Ensure security guards are fully aware of their duties and available 24/7.
- Implement safety and security measures to minimize risks and protect TLO premises.
- Ensure field office security officers are well-informed of their responsibilities.
- Regularly inspect TLO offices to ensure they are equipped with fire extinguishers, first aid kits, and emergency contacts.
- Ensure security guards have essential equipment such as torches, mobile phones with chargers, and emergency contact lists.
- Conduct security assessments of new TLO premises before signing lease agreements.
- Support the research unit with context assessments.
Transport/Movement Safety and Security:
- Ensure all vehicles have updated fire extinguishers, first aid kits, and TLO emergency numbers, and notify Logistics and HR if updates are needed.
- Ensure car seat belts function properly and staff members follow safety protocols.
- Monitor vehicle movement and speed limits through GPS tracking, with support from the Logistics team.
- Coordinate staff movements in the field with field staff coordination.
Communication/Reporting:
- Keep staff informed of provincial security conditions through email, SMS, or other communication channels.
- Maintain strong communication with staff, security organizations, and stakeholders, and promptly pass relevant information to the supervisor.
- Ensure communication tools, such as VHF radios, Thuraya SAT phones, and mobile phones, are fully charged and functional.
- Maintain multiple communication networks to ensure redundancy, especially for emergency communication.
- Coordinate with local security organizations and attend security meetings with supervisor approval.
- Provide regular security updates to the supervisor and follow up on Security Incident Reports (SIR).
- Prepare monthly security reports and analyses.
- Offer security briefings and updates to new staff and visitors, ensuring adherence to security protocols.
- Keep security management plans updated and relevant, making sure all staff know their roles.
- Write routine security management reports with analysis and recommendations.
Job Requirements:
- Identify relevant security and safety training for staff with HR support.
- Ensure staff awareness of TLO’s Security Plan, the country’s security context, and TLO’s security SOPs.
- Ideal candidate: university graduate in a related field with at least 5 years of experience as a Security Officer in a humanitarian/recovery setting.
- Expertise in security incident response, policy procedure establishment, security assessments, and documented results.
- Demonstrated understanding of humanitarian safety principles and practices.
- Strong experience in humanitarian negotiations with various stakeholders, especially in complex emergencies.
- Willingness to support field teams in developing and implementing an "acceptance strategy" for hard-to-reach areas.
- Prior experience with NGO security and/or project management.
- Broad network of security contacts for quick and accurate information gathering.
- Knowledgeable about country-specific threats and security support needs.
