About Us

The Liaison Office (TLO), established in 2003 as an Afghan non-governmental organization (NGO), originated from a Swisspeace pilot project supported by the Heinrich Böll Stiftung. Its mission is to enhance local governance, stability, and security by systematically engaging with traditional structures, local communities, civil society, and government institutions. Headquartered in Kabul, TLO has regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar, along with additional field offices throughout Afghanistan. TLO pursues its goals through various key activities, including research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third-party monitoring and evaluation, and environmental and natural resource management.
