Job Description
The Programme Assistant for Adolescent and Youth Capacity Building (National Consultant) will support the effective implementation of UNFPA’s Youth Educator Guidance Notes and Standard Operating Procedures (SoPs) to enhance integrated and stand-alone programming for adolescents and youth. This role involves strengthening the capacity of UNFPA’s implementing partners and stakeholders, providing technical support, and facilitating the delivery of youth-focused programming.
Key responsibilities include:

1. Ongoing Review of Documentation
- Participate in reviewing existing adolescent and youth (A&Y) materials, including Guidance Notes and SoPs, to ensure their relevance and effectiveness.
- Provide technical input to revise and develop key documents and materials for capacity-building initiatives.
- Liaise with Implementing Partners (IPs) on related programmatic issues.

2. Revision and Adaptation of Youth-Friendly Health Services (YFHS) Guidelines
- Collaborate with the Adolescent and Youth Specialist and team to review and update YFHS Guidelines.
- Develop a rollout strategy and capacity-building plan for Implementing Partners and UNFPA staff.
- Revise related curricula and materials for youth educators in alignment with updated guidelines.

3. Training of Trainers (ToT)
- Assess the capacity of trainers and peer educators, identifying candidates for a pool of trainers.
- Draft and translate training materials.
- Coordinate and arrange meetings, review documents, and provide preliminary reports for review by an international consultant.
- Support the rollout of ToT sessions based on revised SoPs and guidelines, including translation where necessary.

4. Program Follow-Up
- Ensure Implementing Partners develop action plans to implement new SoPs across service delivery points.
- Support trainers in delivering step-down training and prepare draft progress reports for review.

5. Regional MYC Youth Work Labs
- Update and design Youth Work Lab materials to enhance the capacity of MYC staff in youth programming.
- Provide logistical and planning support for executing Work Labs.
- Assist with reporting and feedback on Work Lab activities.

Additional Support to the A&Y Team Lead
- Translate key capacity-building materials as needed.
- Provide monitoring, programmatic, and scale-up support for MYCs and MYC Centres of Excellence.
- Assist with reporting, proposal development, and fieldwork organization.
- Support the delivery of accountability feedback mechanisms for affected populations.
- Perform additional tasks as required.

Job Requirements
Education:
- Advanced university degree in social work, public health, international relations, gender studies, or related fields.
- A bachelor’s degree with two additional years of relevant experience may be considered.
Knowledge and Experience:
- At least 3 years of progressive humanitarian experience, including 1 year in a field-based or emergency context.
- Strong knowledge of youth development, health, and gender-based violence (GBV) issues.
- Experience conducting training and building capacity in humanitarian settings.
- Familiarity with training tools, methods, and ethical considerations related to sensitive data handling.
- Excellent organizational, interpersonal, and communication skills.
- Proven ability to work independently and collaboratively in a multicultural environment.
Languages:
- Fluency in English is required.
- Proficiency in Dari and Pashto is essential for working in Afghanistan.
