Position: Environmental Compliance Officer
Job Description:
The Environmental Compliance Officer will support technical and operations teams in planning and implementing project activities that require environmental impact assessments. They will draft and execute the Environmental Mitigation and Monitoring Plan (EMMP), ensuring all activities account for environmental impact and integrate mitigation measures. Responsibilities include overseeing program activities and grants, assisting grantees with environmental risk mitigation, and preparing necessary documentation for Mission Environmental Office approval. This role also involves inspecting potential activity sites, evaluating partner and beneficiary facilities, and overseeing any site modifications needed for project readiness.
Scope of Work:
- Lead and coordinate the finalization of Environmental Mitigation and Monitoring Plan (EMMP) documents, activity impact assessments, and required donor reports.
- Familiarize with the Environmental Manual and Foreign Assistance Act’s Environmental Procedures.
- Process environmental compliance documentation, including Environmental Review Forms (ERFs) for project activities, and screen activities to assess environmental compliance.
- Develop mitigation and risk management plans with activity partners and document Environmental Review Reports to secure USAID and other regulatory approvals.
- Ensure accurate reporting in DAI’s project management system (TAMIS).
- Conduct quality assurance checks for compliance with ERFs and ERRs.
- Collaborate with monitoring and evaluation staff.
- The role is based in Kabul, with travel to regional offices and field sites as required.
- Additional duties as assigned by the Grants Manager.
Job Requirements:
- Advanced degree in Environmental Engineering, Public Administration, Economics, Business Administration, International Trade, or a related field; or a bachelor’s degree with four years of experience or a master’s with two years in a relevant field.
- Four years of experience with donor-funded projects in a similar role, including experience in training, impact assessments, monitoring, and mitigation plans.
- Knowledge of environmental compliance, including Title 22 CFR 216, and experience with the compliance procedures for agro-chemical and veterinary medicines under USEPA and Afghanistan NEPA regulations.
- Familiarity with USEPA, USAID, and Afghanistan NEPA regulations.
- Proficiency in Microsoft Suite (Outlook, Excel, PowerPoint, Word).
- Fluent in Dari or Pashto and English, with strong English report-writing skills.
