Job Summary
The Senior Accountant is an essential member of the project team, responsible for ensuring compliance with financial policies, project procedures, regulations, controls, and reporting systems. This role involves providing accounting and financial analysis support to the project office, ensuring the timely submission of financial reports according to internal deadlines. The Senior Accountant will assist in preparing and monitoring the project’s budget, offering analysis and recommendations to optimize spending and resource allocation to achieve project goals. This position is accountable for maintaining compliance in all accounting and financial reporting tasks, managing day-to-day accounting operations including costs, accounts receivable/payable, payroll, risk management, and partner relationships. The Senior Accountant will ensure all documentation is audit-ready and address any accounting-related issues.
Duties & Responsibilities
The role involves, but is not limited to, the following duties:
- Prepare and ensure timely submission of vendor and remittance tax forms.
- Compile and submit monthly reconciliation reports for review.
- Monitor and submit reports for advances, commitments, and subawards where applicable.
- Supervise expense reporting by field offices.
- Track and report on partner/vendor payment schedules and obligations.
- Assist in preparing contractual financial reports, if required.
- Participate in budget preparation and monitoring for the project.
- Provide recommendations to optimize spending and resource allocation.
- Support responses and actions based on internal audit feedback.
- Review backup documentation daily to ensure accuracy, completeness, and compliance with DAI’s regulations.
- Conduct regular spot audits on project files and ensure backup documentation is uploaded on time.
- Initiate wire requests for field project operations and verify vendor invoices for accuracy.
- Ensure timely processing of invoices, advances, reimbursements, checks, and wire payments.
- Record and allocate costs according to the approved project budget in the field accounting system.
- Perform monthly bank reconciliations and monitor bank balances regularly.
- Ensure petty cash management follows policy, if applicable, and procedures are adhered to.
- Safeguard bank checks, cash receipts, and petty cash.
- Prepare and submit project cost data to DAI HO.
- Maintain file management systems for both electronic and hard copy documentation.
- Ensure non-billable expenses are thoroughly reviewed and minimized.
- Track, record, and report foreign taxes paid to USAID as per guidelines.
- Prepare the VAT report for USAID, if applicable.
- Regularly analyze and reconcile project inventory, ensuring the asset values match the inventory register and the cumulative non-expendable account balance.
- Process payroll accurately and timely, ensuring correct leave balances and payroll taxes.
- Other duties as assigned by the Finance Manager.
Job Requirements
- A degree in finance, business administration, public administration, economics, or a related field, or a bachelor’s degree plus 4 years of relevant experience or a master’s degree plus 3 years of relevant experience.
- At least four years of experience in donor-funded projects in a related role is preferred.
- Proven experience in auditing, financial reporting, budget forecasting, financial compliance, and risk management.
- Knowledge of USG and FAR regulations and procurement and accounting aspects of USAID-funded activities is strongly preferred.
- Knowledge of internal controls and audit processes, such as procurement, grants, and subcontracts, is preferred.
- Proficiency in Microsoft Office Suite (Outlook, Excel, PowerPoint, MS Word).
- Proficiency in Dari or Pashto (written and spoken) is required.
- Fluent English with strong report writing skills.
