Job Summary
The Procurement & Subcontracts Officer will assist the Procurement & Subcontracts Manager in managing the daily operations of the procurement department. This role involves executing procurements and subcontracts efficiently while ensuring adherence to the procedures specified in the Field Operations Manual.
Duties & Responsibilities
The duties of the position include, but are not limited to, the following:
- Assist the Procurement & Subcontracts Manager with the procurement of goods and services, ensuring compliance with DAI and USAID guidelines.
- Prepare RFQs and RFPs for the procurement of goods and services.
- Create Source Selection Memorandums and upload related documents to TAMIS and SharePoint.
- Review procurement requisitions and purchase records in TAMIS.
- Draft NXP requests and Waivers for the procurement of restricted goods and commodities.
- Maintain records of POs and ensure timely payments to vendors.
- Organize and lead bid opening and evaluation committees.
- Review and submit payment requests to finance for vendor payments.
- Ensure follow-up with technical and logistics teams on PO deliveries.
- Conduct market research for technical machinery procurement and assist in preparing technical specifications.
- Manage vendor accounts and track inventory of purchases.
- Maintain electronic files in TAMIS and SharePoint.
- Verify document accuracy and compliance with FOM/DAI/Policy procedures.
- Coordinate documentation requirements with various departments such as Operations, Finance, Technical/Delivery, and others.
- Collaborate with the Procurement Manager to share and coordinate operations and administrative tasks, ensuring timely report preparation.
- Ensure compliance with DAI, USAID, and RFAR requirements for subcontract closure and termination.
- Assist in overseeing project subcontracts to ensure compliance with DAI, USAID, and local labor laws.
- Support the Procurement & Subcontracts Manager in drafting subcontracts, purchase orders, task orders, and amendments, explaining terms, conditions, roles, and responsibilities.
- Track and process procurement and subcontract invoices.
- Vet potential vendors by collecting necessary documentation and information required by the Kabul Vetting Support Unit.
- Perform other duties as assigned by the Procurement & Subcontracts Manager.
Job Requirements
- An advanced degree in finance, business administration, public administration, economics, or a relevant field is required, or a bachelor’s degree plus 4 years of relevant experience and a master’s degree plus 3 years of relevant experience is required.
- Four years of experience in a related role on donor-funded projects is preferred.
- Demonstrated experience in procurement, subcontracts, budget forecasting, financial compliance, and/or risk management is required.
- Knowledge of USG and FAR regulations and procurement/accounting aspects of USAID-funded activities is highly preferred.
- Proficiency in Microsoft Office Suite (Outlook, Excel, PowerPoint, Word) is required.
- Proficiency in Dari or Pashto, both spoken and written, is required.
- Fluent English, including strong report-writing skills, is required.
