Job Description:
Objective
The Senior Technical Expert will support the Department of Investor Attraction by providing engineering analysis, technical advice, and project oversight for energy and water infrastructure projects. The expert will ensure that projects meet technical standards, support the structuring of feasible and sustainable solutions, and enhance the Ministry's capacity to attract and manage private investments effectively.
Scope of Work
The Senior Technical Expert will be responsible for the following tasks:
Studying and evaluating technical documents of energy projects.
Preparing different models and establishing framework of technical and contractual documents for projects in energy sector.
Preparing energy project procurement documents (TOR, RFP, EIO, Bidding document and etc.) in accordance feasibility studies and other relevant documents.
Preparing, evaluation and reform of contract documents with investors or contractors.
Advice, coordinate and corporate in revision and development of technical documents and energy projects contracts.
Preparing new projects proposal, concept note etc.
Preparing and finalizing procurement documents for approval purposes.
Conduct technical evaluations of proposed and ongoing projects in the energy and water sectors.
Perform feasibility studies, including technical, environmental, and economic assessments.
Develop and review technical specifications,
Assist in the development and structuring of engineering solutions for PPP projects and other investment opportunities.
Collaborate with project teams to ensure that technical solutions align with project objectives and investor requirements.
Review and validate engineering proposals and technical documentation submitted by private sector partners
Monitor project implementation to ensure compliance with technical standards, regulations, and best practices.
Conduct site inspections and quality control reviews to assess project progress and performance.
Identify and address technical issues or challenges during project execution.
Provide technical input and support during negotiations and discussions with investors and partners.
Prepare and deliver technical presentations and reports to stakeholders, including the Ministry and potential investors.
Develop training materials and conduct workshops for Ministry staff on engineering best practices and project management.
Share knowledge and insights on emerging technologies and innovations relevant to energy and water infrastructure.
Contribute to the development of national policies and strategies related to engineering and infrastructure in the energy and water sectors.
Provide technical input to policy documents, strategic plans, and investment frameworks.
Develop appropriate project management plan for implementing requirements across a broad range of tasks and initiatives.
Conduct project management activities such as communicating with project sponsors, stakeholders, projects team, principal investigators, project engineers and etc. in order to track project cost and schedule milestones, maintain quality assurance processes and keep the focus on delivering project commitments.
Job Requirements:
Qualifications and Experience
Education: Advanced degree in Electrical Engineering, Renewable Engineering, Energy Engineering, or a related field.
Experience: At least [7] years of experience in engineering roles related to energy and water infrastructure, including project management and technical analysis.
Skills:
Strong technical expertise in energy and water infrastructure engineering.
Experience with project feasibility studies, technical specifications, and quality control.
Proficiency in engineering software and tools.
Excellent problem solving, analytical, and communication skills.
Deliverables
Technical assessments and feasibility reports for energy and water projects.
Reviewed and validated engineering designs and technical documentation.
Regular progress reports and quality assurance reviews.
Training materials and capacity-building workshops for Ministry staff.
Reporting and Supervision
The Technical Engineer Expert will report directly to head of Investor Attraction Department and will coordinate closely with other relevant departments and stakeholders. Regular meetings will be held to review progress, address issues, and ensure alignment with project goals.
