Job Description:

The Incumbent will be responsible for overseeing, and directing all phases of a construction project. This involves working with various stakeholders and over all construction activities. The Quality Control and HES Engineer collaborates with Project Manager checking site materials and project specifications and will ensure that the project is completed within the set budget and scope. Additionally, he/she will ensure the project delivers the expected results and benefits. The Quality Control and HES Engineer will also be responsible for generating and developing reports at the head office, and provincial level.

 

Job Description:

 

Develop quality control systems and documentation to monitor and report on quality performance

Prepare quality control plan for school construction.

Identify and resolve quality issues and implementing corrective and preventive actions.

Prepare and maintain project QA/QC documents, including but limited to calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.

Ensure that all operations and projects comply with relevant health, environmental, and safety regulations, including OSHA, EPA, and local government requirements.

Design, implement, and maintain comprehensive HES training programs for employees and contractors. Ensure that all personnel are adequately trained in safety procedures, emergency response, and environmental protection practices.

Lead investigations into HES incidents and near-misses to determine root causes and recommend corrective and preventive actions. Prepare detailed reports and maintain records of all incidents, ensuring timely communication with relevant stakeholders.

Preparing monthly Health and Safety report of the projects.

Develop and determine all standards to perform inspections and tests on all procedures, oversee all testing methods, and maintain high-quality standards for all processes.

Review the quality of all materials at the site, ensure compliance with all project specifications and quality, and collaborate with the department for all material procurement and quality materials.

Supervise the effective implementation of all test and inspection schedules, ensure adherence to all procedures, and coordinate with various teams to perform quality audits on processes.

Assist employees in ensuring knowledge of all quality standards, ensure compliance with all quality manuals and procedures, and collaborate with contractors and suppliers to maintain the quality of all systems.

Manage to lift all equipment, handle the efficient storage of all hazardous materials, and perform quality audits per the required schedule.

Monitor an efficient system, record all project activities, and analyze all processes to ensure all work meets quality requirements.

Manage all work methods, maintain knowledge of quality assurance standards, monitor continuous application for all quality assurance processes, and recommend corrective actions for all operations.

Develop a method statement for the activity, including risk assessment, job safety environmental analysis, and Inspection

Test Plan and Checklist based on project specifications.

Liaise with the Technical/site Engineers relevant stockholders and strengthen the coordination and communication for smooth implementation of projects

Inspect materials, equipment, processes, and products to ensure compliance with specifications and regulations

Coordinate with the consultant’s representative and site In-charge for Inspection.

Working with other engineering teams and contractors to coordinate quality activities and improve construction quality

Prepare construction implementation quality control report for donor and ACDO main office.

Negotiate with suppliers and vendors to ensure the best contracts.

Ensure the Project Manager and SMT that, the project is implementing based on approved drawings and specifications.

Gather data, compiling reports and delivering presentations to relevant stakeholders.

Complete quality assurance and providing feedback to the team.

Perform regular tests on materials and procedures to ensure compliance with industry regulations.

Any other task assigning by the project manager and SMT.

Job Requirements:

Bachelor degree in Civil Engineering with minimum of three (6) years as a QC and HES Engineer for building construction projects.

Demonstrated ability to manage complex projects involving multiple stakeholders and cross-functional teams.

Good working knowledge of MS Word, Excel, and PowerPoint

Strong analytical and problem-solving skills

Familiar with lab and materials testing machines.

Excellent communication and interpersonal skills

Demonstrated experience in working with government at national and sub-national levels, UN organizations, or any international development or aid agencies.

Experience in the relevant or similar positions in Construction projects is required.

Knowledge of Engineering Software such as AUTO CAD, Primavera P6.

Technical skills: proficiency in project management tools and Engineering software.

Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures

Strong Leadership, people management, report writing and communication skills

Language skills:

 

Advanced Proficiency in English and Dari and/or Pashtu (written and spoken)
