Job Description:

MAIN RESPONSIBILITIES AND TASKS

 

Provide and establish effective monitoring systems and use NMC, QQC and other project related check lists.

Provides reliable, accurate, and timely reports, information for visiting HFs (data and QQM).

Provides a reliable, accurate, improvement action plan for observed weak findings of monitored HFs.

Prepare comprehensive improvement action plan for NPO, PHD, MoPH etc. related monitoring reports and findings.

Actively participate in the designing and drafting of project ME-plan/action-plan, needs assessment and situation analysis for projects.

Support to program and HMIS/Technical team with developing the ME tools, HMIS action plan.

Identify the budget/resources needed for M/V activities of projects.

Represent the Kabul PHT in the M/V and provide feedback to TPM program team at the office and field level.

Data quality management:

 

Manage tools and methods for assessing data quality for all HMIS activities.

Ensure quality in projects and programs through provision of updated relevant and timely information for the purpose of planning, implementation, and evaluation of the programs.

To check and verify the data in field level (quality, accuracy, consistency).

To closely monitor the performance of project key indicators versus set targets on monthly basis and make sure effective action plans are developed to achieve project targets both at provincial office and HF level.

Identify and locate backup documentation for reporting against indicators.

HMIS system:

 

Operates the HMIS and other relevant databases, updates and analyzes the information timely and regularly.

Responsible for managing information for the project and ensuring the integrity of data throughout the system.

On the job training of field staff on MoPH standard HMIS formats, QQM and P4P indicators.

Training of all HFs staff regarding monitoring and QQM tools and requirements.

In coordination with the HMIS/MP Manager, implement a reliable participatory MV/HMIS framework for the the good consistency and accuracy to ensure quality of data and all reports.

Participation in health-related meetings with relevant stakeholders.

Compile, analyze and interpret health data and information received from health facilities level.

Provide updated feedback for all health facilities.

Compile and submit M/V monthly, quarterly, and annual progress reports to the SMT and HMIS departments.

Data Verification and analysis:

 

Apply standards verification check list for data consistency and accuracy and analysis of all indicators at project and HFs level.

Apply standards methodologies for the collection and analysis of data to allow for comparison and aggregation across time and for all indicators.

Analysis of HFs data monthly and quarterly basis and identify the weak HFs for data quality and prepare improvement action plan.

Interpret statistical data for use in decision-making and synthesize quantitative and qualitative information for write-up/reports and decision making.

Verify report accuracy and presentation of information, including the use of appropriate graphs and tables.

Mental Health:

 

Conduct need assessment of mental health training and coordinate training with provincial mental health officers

Through provincial networking, ensure proper assessment of mental health and disability problems in the communities

Develop mental health referral policy/procedure preferably at provincial level and provide systems for quality mental health and referral services for affected persons; Coordinate with provincial officers on mental health services including referrals.

Develop a standardized recording and reporting system at health facilities that will allow staff to follow-up patients and link with communities; Ensure accurate client files and records.

Coordinate mental health case finding in the program area

Ensure supervisory visits using checklist and tools for ensuring mental health case identification and referrals to health facilities

Maintain up-to-date reports on the operations of the mental health activities and the Social Care and Rehabilitation Programmes in the program area.

Ensure of training of health staff on mental health counselling and management

Ensure the flow of information within the program area, and to other departments or agencies.

Ensure proper coordination with local and provincial organizations and other key stakeholders on issues regarding Mental Health.

 

 

Job Requirements:

Eduacation: Medical Doctor, Master of Public Health, relevant higher should be certified

 

Work Experience: At least more than three years’ experience of working at HMIS and M&E areas.

 

Skills:Experience in M&E, data management and HMIS national database. Having excellent Computer Skills and MS Office knowledge, particularly MS Access.

 

Languages: Fluency in English and Local Language(s)

 

 

 

General: Good communication skills and ability to work in a team.
