Job Description
Administrative Responsibilities:
- Plan, organize, lead, and oversee all administrative functions to ensure efficiency.
- Manage and delegate tasks for general support and office staff while closely supervising their performance.
- Oversee vehicle fleet management, maintenance of vehicles, equipment, and hospital facilities.
- Ensure HealthNet TPO properties and equipment are maintained to high standards.
- Review hospital food expense bills, verify accuracy, and process them accordingly.
- Ensure the provision of essential utility services such as electricity, gas, water, telephone, and internet.
- Arrange meetings, ensure quality refreshments, and document meeting minutes.
- Build and maintain effective relationships with local government agencies and authorities.
- Draft and manage letters, memos, and maintain an incoming/outgoing correspondence register.
- Prepare monthly night duty schedules for supportive staff.
- Coordinate stationery supplies and delivery logistics.
- Oversee the provision of quality meals, tea, and water for staff and patients.
- Supervise HR activities to ensure transparency, fairness, and accountability in recruitment.
Financial Management:
- Lead the finance department to ensure compliance with donor requirements and financial policies.
- Review financial reports for accuracy and provide feedback before submission.
- Reconcile payable accounts, including suppliers, taxes, salaries, and others.
- Ensure accurate recording of transactions in the PBKs accounting system.
- Participate in preparing monthly, quarterly, and annual budgets/forecasts.
- Lead quarterly financial reviews and planning processes.
Logistics and Procurement Management:
- Oversee procurement and logistics activities to ensure fairness and compliance with policies.
- Assist in developing the hospital's annual procurement plan and manage related documentation (RF, RFQ, CBA, GRN, etc.).
- Ensure that all supplies, both incoming and outgoing, meet HealthNet TPO standards.
- Manage inventory, physical distribution, maintenance, and record-keeping of stock.
Safety and Security Management:
- Ensure the safety of HealthNet TPO staff, assets, and premises, implementing security policies effectively.
- Provide weekly security updates to the Kabul office and program team.
- Collect and share security information from provincial sources with relevant parties.
- Prepare monthly duty rosters for security guards and ensure 24-hour coverage at checkpoints.
- Manage visitor and vehicle access to the hospital while preventing unauthorized entry or crowding.
- Conduct patrols of hospital premises to ensure the safety of staff, equipment, and facilities.
- Liaise with INSO, UNDSS, UN agencies, and NGOs on security matters.
- Provide road clearances and brief staff on security conditions before travel.
Capacity Building:
- Identify training and capacity-building needs for operations staff and recommend solutions.
- Support staff in their daily activities, providing necessary training, mentoring, and coaching.
- Guide support staff for timely and efficient duty performance.
- Undertake any additional tasks assigned by the management.
Job Requirements:
- Education: Bachelor’s degree in Business Administration, Logistics, or a related field.
- Experience: At least three years in logistics and administration, preferably in a hospital setting.
- Language Skills: Proficiency in Dari, Pashto, and English (written and spoken).
- Technical Skills: Knowledge of MS Word and MS Excel.
- Personal Attributes: Team-oriented, flexible, positive attitude, and able to work under pressure.
