Job Description
The Security and Access Coordinator (SAC) is a vital member of the People in Need (PIN) Afghanistan Country Program (CP) management team, focusing on prevention, preparedness, and capacity building for crisis management. Reporting to the Deputy Country Director (DCD) and working under the guidance of PIN Headquarters, the SAC oversees access and security procedures, ensuring safe and effective humanitarian operations.
The SAC plays a key role in facilitating access to those in need, aligned with humanitarian principles, by managing information, supporting staff, negotiating, liaising, and monitoring.
Duties and Responsibilities
Security Management:
- Regularly analyzes security contexts and potential threats, collaborates with senior mission members on contingency planning.
- Provides timely verbal and written security updates to PIN CP management and alerts the Deputy Country Director of sudden security changes.
- Conducts risk assessments (programmatic and operational) and implements measures to mitigate risks.
- Performs specific assessments related to access and security, such as area, road, and stakeholder evaluations.
- Oversees staff and cargo movement procedures, travel clearances, access route assessments, and updates protocols.
- Ensures the security of PIN premises.
- Manages early warnings, incident reporting, and follow-ups within authorized responsibilities.
Humanitarian Access:
- Maps and analyzes authorities, stakeholders, and other key actors, suggesting communication strategies to PIN CP management.
- Maintains positive relations with key actors through regular networking.
- Troubleshoots access challenges, supporting program and project managers in resolving issues, such as checkpoint or facility interferences.
- Strengthens external relations and PIN’s visibility with authorities.
- Secures necessary authorizations and permissions to ensure smooth programming.
- Keeps senior staff informed about government concerns and access-related challenges.
- Provides orientation and training to field staff on maintaining access.
Internal Procedures, Reporting, and Compliance:
- Updates security-related documentation, such as risk assessments, management plans, and medical plans.
- Delivers security and access training and works on staff capacity building.
- Supervises radio operators and guards.
Representation:
- Ensures timely reporting to the line manager about security and access developments.
- Represents PIN in security forums and collaborates with counterparts in other organizations.
- Performs additional tasks as assigned by the line manager.
Job Requirements:
- Bachelor’s degree required.
- 2-3 years of relevant work experience.
- Strong communication and teamwork skills.
- Proficient in Microsoft Office.
- Leadership and problem-solving abilities.
