Reporting Line:
The Community Engagement Focal Point will report directly to the Project Manager and Team Leader.
Position Purpose:
The role involves supporting and supervising UNHCR's Cash Assistance Program, RHAF, and community engagement initiatives across the designated province and districts. The Community Engagement Focal Point will provide technical assistance during various stages of these programs, including implementation, monitoring, and preparing status reports, ensuring alignment with the project work plan, indicators, and targets.
Community Engagement Activities:
- Operate information desks at UNHCR distribution points to provide details about available services, support, and record feedback and complaints. These can be static (e.g., a regular help desk at a community center) or mobile (e.g., at distribution events).
- Conduct regular visits to community venues, such as community or women's centers, for information-sharing, awareness sessions, and community consultations.
- Carry out other community engagement tasks as needed.
Specific Responsibilities:
- Assist in selecting Community Outreach Volunteers (COVs), ensuring that their selection meets the criteria outlined in the terms of reference, including gender considerations.
- Train COVs on their roles, responsibilities, code of conduct, PSEA, and ethical referral principles.
- Supervise COVs daily, conduct regular field visits to monitor activities, and provide on-the-job training.
- Hold regular meetings with COVs to discuss issues raised by the community.
- Compile monthly reports summarizing the issues reported by COVs, with a focus on protection risks and humanitarian needs, and share with WADAN.
- Lead community-led assessments, such as participatory assessments, and guide COVs on facilitation.
- Facilitate referrals by promptly reporting urgent protection risks or specific needs identified by COVs to UNHCR or its partners.
- Provide COVs with updated information about UNHCR services and support them in disseminating it within the community.
- Record feedback and complaints gathered by COVs or at information desks and report them to the UNHCR Complaints and Feedback Mechanism (CFM) team.
- Monitor the use of mobile phones assigned to COVs, conduct spot checks, and report any suspected misuse.
- Map existing community structures and their roles.
- Identify community needs and concerns.
- Ensure that communities are informed about available humanitarian assistance.
- Distribute printed information about UNHCR services during community meetings.
- Educate people on how to report feedback and complaints about UNHCR services.
- Visit communities regularly to share information and collect feedback.
- Participate in baseline and other required assessments for the project.
- Conduct post-monitoring visits to project sites and beneficiaries, including cash assistance program participants.
- Work with the Team Leader to ensure project monitoring systems and indicator tracking are accurate.
- Analyze data and provide feedback to donors and local authorities in consultation with the Team Leader.
- Promote local engagement through feedback, awareness-raising, resource mobilization, and project assessments.
Job Requirements:
- Bachelor's degree in social sciences, development studies, or a related field.
- At least 2-3 years of experience in community outreach, mobilization, or similar roles.
- Previous experience with community-based organizations or NGOs is preferred.
- Strong communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Familiarity with local culture, language, and context.
- Proficiency in MS Office applications (Word, Excel, PowerPoint).
- Fluency in Dari, Pashto, and a good command of English (spoken and written).
- Willingness to travel frequently to rural or remote areas.
- Ability to handle sensitive matters with discretion and confidentiality.
