Job Description:
The Protection Monitor will report directly to the Border Monitoring Project Manager and work closely with the donor focal point.
Position Purpose:
The role involves gathering information on protection assistance at the border and other unofficial crossing points.
Key Responsibilities:
- Incoming Movements:
- Count the number of people (returnees, refugees, repatriates) entering Afghanistan.
- Track the transit movement of trucks.
- Conduct random interviews with 10% of returnees, repatriates, and deportees.
- Interview families of undocumented returnees and repatriates.
- Conduct one in-depth protection-related interview with a child laborer daily.
- Outgoing Movements:
- Monitor the number of people leaving Afghanistan and entering neighboring countries.
- Track truck transit movements.
- Interview families with support letters (if fewer than 50, interview all).
- Interview individuals with support letters (if fewer than 50, interview all).
- Interview 50% of patients and their companions.
- Conduct one detailed protection interview daily with families holding support letters.
- Interview foreign nationals entering Afghanistan regarding the reason for their arrival.
- Additional Duties:
- Visit unofficial border crossings to gather information as per donor requirements.
- Coordinate with other partners, local authorities, and stakeholders to collect protection-related data.
- Maintain accurate records and provide data to the Project Manager while ensuring confidentiality.
- Be present during border opening and closing times according to the duty schedule. In emergencies, coordinate with off-duty staff and inform management of any roster changes.
- Visit unofficial border routes in coordination with management and donor representatives.
- Report any incidents or discrepancies to the supervisor and management.
- Coordinate with administrative departments regarding annual, emergency, and other leave.
- Maintain confidentiality of sensitive information and follow procedures for sharing with third parties.
- Perform other tasks assigned by the supervisor.
Job Requirements:
- Bachelor's degree in social sciences or a related field.
- At least 3 years of experience in protection, community development, or working with IDPs, returnees, and refugees.
- Experience in community mobilization and protection principles in vulnerable communities is preferred.
- Basic computer skills, including Word, Excel, and PowerPoint.
- Adaptable, motivated, with excellent listening, reporting, documentation, and facilitation skills.
- Written and oral proficiency in English, Pashto, and Dari.
- Sensitive to local culture, gender-based violence (GBV), norms, and practices.
