Job Description:

KEY AREAS OF ACCOUNTABILITY:

  • The FSL Project Coordinator will oversee the implementation of Save the Children’s DANIDA SPA grant in the designated province, ensuring all targets are met and methodologies outlined in the project proposal are followed. The Coordinator is responsible for project planning and implementation related to livelihood and child protection, monitoring field activities, and enhancing coordination with government entities and communities.
  • Manage the implementation of the DANIDA SPA-funded livelihood and child protection project in the assigned province, following the project’s logical framework, detailed implementation plan, and project cycle management.
  • Facilitate village selection and community mapping to establish and empower village committees.
  • Possess knowledge and skills in cash-based programming and interventions aimed at food security and livelihood enhancement.
  • Coordinate with the Government of Afghanistan (GoA) for area and beneficiary selection based on established criteria. Ensure full engagement of all partners and stakeholders in project planning, implementation, and MEAL (monitoring, evaluation, accountability, and learning) activities.
  • Provide technical and managerial support for baseline surveys, market assessments, and beneficiary assessment and registration.
  • Build the capacity of project staff in livelihood and protection programming for displaced populations, including cash-based programming.
  • Develop a project procurement plan.
  • Prepare a monthly forecast of cash requirements for project activities, accounting for procurement costs and other expenditures as per the procurement plan.
  • Submit regular project implementation reports (weekly, monthly, and quarterly) to supervisors in line with project requirements.
  • Manage all administrative and logistical support for project activities, including documentation, approvals, payments, and liaising with finance and procurement at the provincial level.
  • Establish strong working relationships with project stakeholders, including government departments, UN agencies, other international organizations serving displaced populations, district authorities, and community members.
  • Promptly report any issues encountered in the field or office to supervisors, such as procurement challenges, participant complaints, local authority interference, and security threats to staff and activities.
  • Participate in provincial government meetings, engage with the GoA and relevant UN bodies, represent FSL with confidence, and address issues diplomatically as needed.
  • Attend Save the Children Provincial Senior Staff meetings regularly.
  • Delegate authority to a reliable and trustworthy next-level supervisee as Officer in Charge (OIC) during absences of one day or more.

Staff Management:

  • Ensure proper onboarding of new staff, including work orientation and administrative requirements such as equipment, workspace, and introductions to team members and stakeholders.
  • Develop unit goals and strategies in alignment with the approved project/program proposal.
  • Facilitate the establishment and evaluation of individual staff and team goals, providing feedback to ensure the unit’s objectives are met.
  • Create an effective and efficient task structure for the team and monitor workloads to maintain quality and efficiency in output.
  • Conduct coaching and mentoring sessions with supervised staff and assess their performance in relation to established goals.
  • Recommend staff for training and development based on work and growth objectives.
  • Ensure compliance of all supervised staff with policies, procedures, and timelines, including timesheet submissions, goal setting, and performance reviews.
  • Create, update, and revise job descriptions for subordinates.
  • Foster wellness and positive working relationships among staff.
  • Initiate activities to enhance employee morale and well-being.
  • Ensure the appropriate use and security of assets and equipment assigned to the project/program office area.
  • Coordinate with the Safety and Security Focal Person to ensure compliance with safety and security policies and procedures for program staff and visitors.
  • Maintain proper organization of physical and electronic files, ensuring project assets are accounted for and utilized appropriately.

  • Perform additional official duties as assigned by supervisors and senior management in accordance with the organization’s policies, procedures, mandate, and strategies.
  • Contribute to organizational learning and capacity enhancement in planned interventions by providing feedback on areas for improvement.
  • Monitor prevailing security conditions by gathering relevant information.
  • Assist in implementing necessary measures to ensure the safety, security, health, and well-being of Save the Children staff and visitors, ensuring strict adherence to security standards and procedures.

Job Requirements:

QUALIFICATIONS:
A university degree in development studies, social science, or any other relevant technical credential.

EXPERIENCE AND SKILLS:

  • At least 2 years of relevant experience.
  • Strong expertise in livelihood programming.
  • Familiarity with child protection programming.
  • Maturity and confidence in interactions with government staff and community members.
  • Good communication skills (oral and written) in English and local languages, along with conflict resolution and negotiation skills.
  • Proficiency in computer skills, particularly with office software packages (Microsoft Office).
  • Budget management skills.
