Job Description:

The Project Coordinator is responsible for overseeing the management of planned interventions at the field level, which includes reporting, providing technical guidance, and ensuring the effective execution of proposed activities.

They will lead the ES/NFI project field team in Laghman, Nuristan, and Badghis Provinces as part of OCHR’s overall development and humanitarian response program. The coordinator will develop a project program plan, ensure its smooth implementation, and manage the team's performance on various project tasks and activities, which may involve:

  • Participating in cluster meetings and other relevant gatherings.
  • Regularly coordinating project activities with local government departments.
  • Implementing ES/NFI project activities and ensuring they are delivered safely according to the project implementation plan.
  • Selecting beneficiaries and coordinating with local authorities, including security officials and district heads, to ensure the safe execution of activities.
  • Conducting and leading the beneficiary assessment process, including identification, selection, and documentation of beneficiary profiles.
  • Creating and training ES/NFI project staff and community mobilizers while establishing a management structure.
  • Establishing the OCHR Complaint Response Mechanism (CRM) at the field level and addressing beneficiary complaints and feedback.
  • Providing regular project reports to the OCHR headquarters in Kabul, including weekly, monthly, and final completion reports with supporting means of verification (MoVs).
  • Ensuring project activities are carried out on time and submitting regular reports to OCHR's main office.
  • Conducting baseline assessments, on-site monitoring, and post-implementation monitoring (PDM).

The Project Coordinator is also responsible for managing all staff involved in the project, overseeing human resources and financial resources in accordance with the project budget, and providing technical support, training, and capacity building. They will assign daily tasks to project officers and community mobilizers and conduct monitoring and evaluation (M&E) supervision.

Additionally, the coordinator will prepare weekly, monthly, and final project reports.

Job Requirements:

  • A university degree in BBA, Project Management, Social Science, or a related field within the WASH/ESNFI sector, preferably with specialization in humanitarian response programs and advocacy/social cohesion programs or similar relevant qualifications.
  • At least five years of experience in similar projects, with preferably two years in the NGO sector.
  • Technical and practical expertise in ESNFI projects, community mobilization, capacity building, training programs, advocacy, and awareness-raising initiatives, including experience in GBV, women's empowerment, action projects, fostering inter-communal trust, conducting social assessments, beneficiary selection, emergency response programs, and vulnerability assessments.
  • Experience in managing multi-sectoral programs focused on capacity building and public awareness.
  • Proven experience in program development, monitoring, and reporting.
  • Excellent written and verbal communication skills in English.
  • Prior experience in a similar role and coordination/management experience.
  • Experience working with UN agencies, education/ESNFI/FSAC/WASH clusters, national NGOs, or AHF/UNOCHA.
  • Well-structured, organized, and self-motivated.
  • Strong communication, collaboration, and interpersonal skills.
  • Ability to enhance the capacity of others.
  • Culturally and conflict-sensitive.
