Job Description:

The ESNFI Officer is responsible for the efficient and effective execution of the ESNFI project within their designated areas. This role involves close coordination of project activities with the Project Coordinator and other key stakeholders at the provincial level.

The ESNFI Officer will oversee the daily activities of the Mobilizers, the technical project team, and other field staff, ensuring compliance with ES/NFI cluster standards, OCHR principles, and AHF policies. They will conduct success story visits and impact assessments, reporting on the project's effects at the grassroots level monthly and quarterly.

The officer will assist the Project Coordinator in executing the ES/NFI and cash distribution and assessment activities, which include Training of Trainers (ToTs), community-level training, supervision, assessments, and beneficiary selection for cash for heating, NFIs, and blankets.

They are expected to promptly address any irregularities that arise during project implementation, beneficiary selection, and the provision of ToTs to community mobilizers. Additionally, they must ensure that the Complaint Response Mechanism (CRM) is fully operational throughout the project lifecycle and apply safeguarding policies as needed.

The officer will collect data from the field and report it to the project manager weekly, monthly, and quarterly, following specified formats, and assist in developing progress and quarterly reports in OCHR formats. They will conduct house-to-house surveys and assessments to identify vulnerable and at-risk beneficiaries based on ES/NFI cluster vulnerability criteria and scorecards.

To ensure the quality of work and project outcomes, they will use supervision tools and questionnaires to identify any gaps. The officer will provide accurate data regarding service quality and ensure that the most vulnerable households, IDPs, and families affected by natural disasters or conflict are selected to receive training, capacity building, and ES/NFI support.

They will also be responsible for reporting field-related information to the OCHR MEAL department and the MEAL Officer. The officer must timely identify gaps to help senior management respond appropriately and implement corrective measures. Furthermore, they will develop tools and mechanisms to facilitate regular supervision and evaluation of the ES/NFI project and its activities.

Lastly, they will assist in implementing ES/NFI project activities in Laghman, Nuristan, and Badghis, ensuring the safe delivery of activities in accordance with the project implementation plan.

Job Requirements:

  • A university degree in public health, BBA, M&E/supervision, social sciences, or survey specialization related to humanitarian response programs, WASH, ES/NFI, community mobilization, and supervision.
  • Familiarity with basic principles, methods, modalities of supervision, Accountability to Affected Populations (AAP), Protection from Sexual Exploitation and Abuse (PSEA), and Complaint Response Mechanism (CRM).
  • At least three years of experience in similar projects, with preferably two years in the NGO sector.
  • Technical and practical competence in humanitarian response projects, supervision, and assessments, particularly in emergency response programs.
  • Experience in managing difficult clients during face-to-face surveys and interviews.
  • Proven experience in conducting surveys and data reporting, including use of KOBO.
  • Excellent written and verbal communication skills in English.
  • Previous experience in a similar role.
  • Familiarity with the WASH/ESNFI sector, WASH/ESNFI/FSAC cluster, community mobilization/hygiene promotion, relevant UN agencies, or NGOs.
  • Structured, well-organized, and self-motivated.
  • Strong communication, cooperation, and interpersonal skills.
  • Ability to enhance the capacity of others.
  • Culturally and conflict-sensitive.
