Job Description:

The Protection Officer will be responsible for implementing and overseeing safeguarding policies, preventing sexual exploitation and abuse (PSEA), and addressing gender-based violence (GBV) during the execution of project interventions. This includes conducting training-of-trainers (ToT) sessions on PSEA, safeguarding, and GBV for project field staff. Additionally, the officer will monitor compliance with safeguarding standards, investigate incidents, and ensure appropriate actions are taken.

The role includes handling safeguarding and AAP (Accountability to Affected Populations) tasks, conducting risk assessments, promoting equality, and addressing cross-cutting issues throughout the project lifecycle, with regular reporting on progress and gaps.

Key responsibilities include providing technical guidance on integrating a survivor-centered approach into PSEA complaint mechanisms and improving access to GBV services for survivors of SEA (Sexual Exploitation and Abuse). The officer will support the development and implementation of GBV prevention and response programs based on needs, risks, and capacity assessments and will participate in consolidating and reporting on GBV assessments, including gender equality aspects.

They will also support cross-sectoral programs to integrate gender and GBV risk mitigation into specific technical areas and report on progress. Capacity building, technical support, and coordination are crucial aspects, with the officer providing guidance to field staff to ensure compliance with OCHR’s GBV policies and priorities.

In collaboration with the Program/Project Manager, the officer will facilitate the establishment and ensure the functioning of GBV coordination mechanisms with relevant stakeholders, develop and implement GBV Standard Operating Procedures, and support systems for GBV case management.

They will represent OCHR in clusters such as WASH, FSAC, and ES/NFI, particularly focusing on GBV-related issues and findings during project implementation. Additionally, the officer will ensure that interventions adhere to required standards through training and SOPs, while ensuring safe and ethical GBV data collection and regular reporting.

Job Requirements:

  • University degree in Social Science, Sociology, Law, Women’s Rights, or a related field, with a focus on humanitarian response programs.
  • Minimum of three years of experience in similar roles, preferably with two years in NGOs or INGOs; experience with the UN is an advantage.
  • Technical expertise in humanitarian response projects and assessments, particularly in emergency response programs.
  • Experience in managing difficult clients during face-to-face surveys and interviews.
  • Strong English communication skills, both written and oral.
  • Previous experience with WASH, FSAC, and ES/NFI clusters, particularly on GBV issues.
  • Organized, self-driven, and able to build others’ capacities.
  • Culturally sensitive and adept at conflict resolution.
