Job Overview: The Provincial Project Officer will oversee and manage the Basic General Literacy (YALBE) program at the field level, in alignment with ACDO policies. Key Responsibilities:
- Build stakeholder relationships: Establish and maintain effective relationships with key stakeholders such as the Provincial Governor's Office, Provincial Education Department, and District Literacy Managers to support literacy programs.
- Engage with the community: Actively work with Community Development Councils, School Management Shuras, Cultural Associations, community elders, and religious leaders to ensure successful literacy project implementation.
- Promote literacy programs: Organize meetings with community stakeholders in local centers and mosques to promote literacy classes, working closely with District Community Mobilizers (DCMs).
- Support Village Literacy Committees (VLCs): Assist in forming and managing VLCs in villages and ensuring they are linked with District Education Departments and other bodies.
- Monitor YALBE courses: Ensure the quality of Youth and Adult Literacy and Basic Education (YALBE) courses, addressing any challenges that arise, and maintaining smooth operations in all districts.
- Facilitate in-service training: Organize and lead training sessions for literacy facilitators, providing them with continuous support and professional development.
- Data management and reporting: Maintain a beneficiary database for YALBE programs and VLCs, prepare monitoring reports, and share success stories and training results with partners.
- Lead coordination meetings: Hold monthly meetings with DCMs to ensure effective communication and project implementation.
- Provide technical support: Offer programmatic and administrative support to the project manager, including project monitoring and coordination.
- Maintain government relations: Foster strong working relationships with government entities like the Provincial Education Directorate (PED) and Directorate of Economic Affairs (DoEc).
- Community awareness: Lead community mobilization efforts to introduce the project’s objectives and encourage active community participation.
- Monitor BGL classes: Regularly monitor Basic General Literacy (BGL) classes and integrate students and teachers into the formal education system.
- Conduct assessments: Perform surveys and assessments in targeted communities, providing feedback to improve the education program.
- Organize training and awareness sessions: Conduct educational and child protection training for teachers, community members, and School Management Shuras.
- Support project management: Assist in drafting reports, coordinating activities, overseeing training, and managing distributions to ensure smooth project execution.
Job Requirements:
Qualifications:
- Bachelor’s degree required, Master’s preferred.
- 5 years of relevant experience for Bachelor’s degree holders, or 4 years for Master’s degree holders.
- Experience in humanitarian project management is essential.
Skills:
- Strong communication skills in Pashto and Dari; English is an advantage.
- Knowledge of community structures, dynamics, and development.
- Experience in community mobilization, including conflict resolution and resource management.
- Understanding of the value of education in Islam, child development, and education trends in Afghanistan.
- Ability to handle pressure, work irregular hours, and meet tight deadlines.
- Strong organizational skills, with the ability to prioritize tasks and meet deadlines under pressure.
- Experience in needs assessment, project monitoring, evaluation, and program development.
- Familiarity with Afghanistan’s education system, education in emergencies (EiE), and child protection (CP).
- Experience coordinating with government bodies, communities, donors, and beneficiaries.
Language Skills:
- Fluent in Pashto and Dari, with proficiency in English as a plus.
