Job Description:
Purpose of the Position:
The PHC/SHC Manager is responsible for overseeing the effective planning, coordination, implementation, and monitoring of Primary Health Centers (PHCs) and Sub Health Centers (SHCs) within the assigned project area, ensuring the delivery of high-quality health services in line with EPHS/BPHS standards and BARAN’s mission.
Key Responsibilities:
Monthly Performance review of the provincial and health facility staff
Monthly HMIS data verification and community verification
Ensure Supervision and monitoring reporting and sessions conducted
Ensure above 95% performance rate of entire project activities
Maintain and perform motivational strategy at each level
Strict actions to be taken in case of under 95% performance during monthly review
Continuous Expenditure tracking, Cost effectiveness and variance control based on Project budget
Weekly overall performance report to Technical focal point including next week plans and activities
Continuous plan evaluation and review of the project progress and cycle
Zero tolerance in delay and duplication of activities and reporting
Planning, organizing, supervising, monitoring, appraisal, quality implementation occasional assessment and reporting all project activities both technically and financially;
Maintain and further strengthening of coordination with the MoPH/PPHD, UNICEF, WHO, EOC, REMT/ PEMT, community and other stakeholders;
Taking part in budget planning, implementation and evaluation;
Ensuring ethics, staff protection and client harm reduction are implemented;
Ensuring security measurement, critical management, risk management and contextual micro measurement;
Developing remedial action plans for the feedbacks and recommendations of monitoring;
Developing emergency response on outbreaks and being involved in macro/ micro planning;
Performing, planning, managing, analyzing and reporting;
Ensuring timely and quality procurement and provision of medical and non-medical supply is implemented and infrastructure maintained functional;
Ensuring the clients, donors and organization policies and procedures are being implemented properly;
Ensuring community engagement and contribution to enhance quality services provision are coordinated;
Representing organization at provincial level, considering all policies, procedures and guidelines;
Actively participate as member of BARAN’ “management team”.
Attempt for extension and sustainability of the projects.
Manage overall implementation of the work-plan and target setting in the field.
Propose/recommend allocation of the field staff.
Ensures proper field staff management and coordination, identification of project, staff and administration needs’
Ensure inter-departmental coordination at provincial level.
Provides expert support to field and provincial office staff in the MoPH policies and standards.
Develops and implements appropriate office systems and procedures, supervises staff, prepares job descriptions with field staff and provides logistical support;
Schedules and leads related project team progress and problem resolutions meetings, identifies, defines and recommends risks and risk mitigation strategies, guides/support.
Assess work performance through timely supervision, monitoring and evaluation and oversees and supports a timely, efficient implementation of all local activities;
Liaise with local authorities and other project stakeholders in the fields as well as develop strong relationships with other international and national organizations, UN agencies, and government officials working in health;
Ensure the achievement of program objectives in compliance with BPHS and MoPH national policy approach, focused on community mobilization and empowerment.
Implement continuous follow up and exchange of information with main office and provincial office.
Ensure active participation, concept notes, annual/end project reports and BARAN other program departments documents under the overall guidance of executive director and (Senior Management of BARAN).
Make periodic visits warehouse and guesthouse to discuss security issues.
Hold frequent meeting with colleagues.
To potentially act as a security responsible in the case of accidents or security incidents that occur in BARAN premises.
Supervision of more than at least 3 HFs on monthly bases regardless of distance for the control of RMU and applying NSTG at HF level.
Avoid the shortage and stock out of all HFs with zero tolerance
Monthly financial (BVA) review of related project for better follow up of planned activities
Monthly inter-departmental forecast review
Monitoring the logistic department activities and monthly report analysis (Inventory, Transport, Daily transaction, Utilities, Office and HFs maintenance, Medical and nonmedical supply loading)
Perform any other required projects-related tasks.
Job Requirements:
Master’s degree in public health (or a related field), and 15 years of experience in Health Programme Management in developing countries.
