Job Description:

Overall Purpose: To lead and supervise Community Health and Nutrition Volunteers (CHNVs), and supporting vaccinators and EPI program, while modelling a commitment to serve the most vulnerable communities with practical and compassionate care. The Health Promotion and EPI Supervisor will be responsible to assure quality Health Promotion and EPI activities at the community level in Uruzgan province following the agreed technical guidelines and protocols, including planning, and managing the distribution of hygiene kits and educational materials, managing and training CHNVs, overseeing EPI services and providing on the job training to vaccinators, responsible for supply chain, data and reporting of the EPI program, and participating in baseline and endline surveys as needed.

 

RESPONSIBILITIES:

 

Specific responsibilities

 

Provide cultural and language input for HP training materials, as created/ adapted by the relevant advisors and PMs. Process training on and delivery of these materials, including organization of printing and distribution to HP staff/ beneficiaries.

Provide constructive feedback to promoters, volunteers and beneficiaries. Hold regular meetings with community leaders and stakeholders. Monitor community acceptance and relations.

Participate in surveys and other monitoring and evaluation activities.

Provide accurate health promotion records, documents and reports as required. Supervise input of health promotion data into various tools, including tablets (ONA), tally sheets, etc.

Supervise, evaluate CHNVs. Participate in hiring decisions with support of the PM.

Supervise and coordinate the distribution of beneficiary items, including hygiene kits and educational materials.

Plan and monitor the health promotion budget, including arranging for cash incentives for volunteers and community leaders.

Manage and provide training of all CHNVs on community level.

Support in training of MHNT staff on IMNCI and IMAM, if applicable.

Manage, coordinate, and supervise EPI and supply chain activities in Uruzgan province.

Provide quality EPI reports to PEMT

Attend EPI meetings within the province and when asked by the supervisor

Provide on the job training to EPI vaccinators as appropriate.

General responsibilities:

Help ensure the safety of the staff in the field and inform the line manager or Manager of any development related to security in the field.

Providing Training

 

Give high quality participatory training using adult learning methods to promote understanding of health promotion topics and adoption of improved behaviours.

Implement these behaviours in your own home as an example to the community.

Ensure health facility staff understand health promotion lesson content and can effectively engage volunteers and promotors.

Ensure that supporting Information, Education, and Communication (IEC) material is prepared and distributed on time.

Identify the capacity gaps among the vaccinators and share with line manager.

Provide on the job training to the vaccinators in the health facilities.

Community Acceptance:

 

Coordinate and liaise with local communities to identify CHNVs and ensure the selection is in line with Medair regulations and community acceptance guidelines

Proactively coordinate with local community leaders and stakeholders regarding program activities and liaise with local communities when there are challenging circumstances or problems. Report issues regarding community acceptance or coordination appropriately to the PM, security, or other relevant Medair staff.

Respond to AAP feedback appropriately according to Medair policies and procedures.

Ensure the community acceptance is well understood about the EPI program and work with the CHNVs to enhance the awareness about the vaccination.

Data / Program Quality:

 

Responsible for accurate data collection, including training and supervision of the CHNV and EPI Vaccinators to ensure promoters can collect data.

Responsible to review data entered into databases to be shared with other project staff, working with M&E team to ensure data quality.

Responsible for printing and preparing tally sheets on time.

Request, organize, and supervise the distribution of cash incentives to volunteers, as needed.

Conduct quality assessments and monitoring visits according to training.

Ensure high quality EPI service by supervising the EPI program and vaccinators regularly.

Job Requirements:

Education:

 

Minimum bachelor’s degree in medical or nursing is required.

Training in teaching skills is required.

Diploma or certificate in health education or nursing is required.

Medical or health related experience and training is desirable.

Relevant experience:

 

Have at least 7 years’ experience in teaching

Familiar with the project areas

Able to follow instructions, and prioritise tasks assigned

EPI training or experience

Experience with NGOs.

Experience with adult education methods and health promotion.

Languages:

 

Fluency in written and spoken Pashto excellent spoken English is required and good written English is desirable.

Computer: Microsoft Office (Word and Excel)

 

Motivation: Enthusiastic to work for an international NGO, to assist vulnerable communities in Southern Afghanistan and willing to learn new things and be trained further.

 

Team-building: Experience working in a team and Clear communicator with colleagues and communities, willing to share information.

 

Adaptability: Willing to travel frequently to project sites in rural districts/ areas and ability to work under pressure.

 

Technical expertise: Familiarity with health promotion methods and adult learning approaches and willingness to learn and implement health promotion curriculum.

 

Management and Leadership:

 

Ability to explain tasks clearly.

Being constructive in feedback towards promoters and volunteers.

Respectful and patient attitude.
