Job Description:
Under the supervision of the Project and Provincial Managers, the Shelter Engineer will be responsible for the implementation of Shelter component of Health and Livelihoods Promotion (HeLP) Project in Bamiyan Province.
Duties and Responsibilities:
Do needs assessment and select the most vulnerable families in need of shelter construction as per the IRW-AF beneficiaries’ criteria and ES/NFI cluster standards and guidelines and in close coordination with project sectoral department and local authorities.
Perform damage assessments and need assessments related to Shelter construction.
Sign the commitment letters with beneficiaries for construction of Transitional shelters against receipt of cash grant in installments as per the ES/NFI cluster guidelines.
Prepare Designs and Bills of Quantities for Shelter & Settlement interventions as required by programs and the ES/NFI Cluster guidelines.
Follow the standard procedure for construction of Transitional shelters.
Supervise and monitor the contraction of shelter and provide necessary feedback to beneficiaries for the quality construction.
Ensure that beneficiaries receive the cash for transitional shelter timely and shelter construction is in progress.
Perform effective risk management for construction of transitional shelters to identify potential risks and avoid or mitigate their negative effects on construction of shelters.
Provide support to logistics and planning of shelter interventions
Ensure safety measures are in place at the construction sites.
Ensure that activities are planned successfully according to relevant quality standards and in close collaboration with the Emergency Shelter and NFI Cluster
Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation
Ensure Age, Gender and Diversity (AGD) approach to Shelter & Settlement is consistently applied through community and rights based participatory methods
Work proactively to ensure that the projects are responsive and relevant to community needs
Ensure a sustainable and environmentally friendly approach to Shelter & Settlement.
Dailly monitoring and supervision of transitional shelters by the rightsholders and provide technical guidance and instructions to them.
Securing confirmation of the sectoral department and local authorities regarding completion of all transitional shelters and assist with issuing handover certificate to the beneficiaries at the end of the work as per IRW-AF guidelines and ES/NFI cluster standards.
Provide support to implementing partners related to the Shelter & Settlement interventions.
Provide monthly reports to the provincial office and project manager.
Do any other task as per the guidance of his/her line manager.
Personnel Management
Close Coordination with Country office (Kabul) on effective progress of shelter activities and reporting
Coordination with target communities, CDCs, regional cluster (ES/NFI) and I/NGOs, and all relevant government stakeholders.
Support Effective Security in the Field
Work closely with the project team to ensure that security policies, procedures, practices and capacities support “direct implementation” in the field taking into account the need to deliver quality services to people, families and communities while Ensuring “Safeguarding and Code of Conduct Policies of IRW” against beneficiaries and other staff.
Assist working closely with communities supported by programs and projects implemented by IRW in developing effective mechanisms to prevent and resolve (potential) conflicts and harm to IRW staff in an expedient and effective manner.
Contribute to Knowledge Management and Innovation
Contribute to the development and introduction of innovation to ensure IRW is continually incorporating best practice approaches in Country Office operations.
Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building and contribute to relevant Communities of Experts and Communities of Practice accordingly.
Undertake other duties as may be assigned by the supervisor and/or IRW Management.
The successful delivery of results by the Humanitarian-aid project officer will impact on the performance of programs and projects implemented by IRW as well as its reputation as an effective partner in achieving positive results that lead to flourishing communities in fragile settings.
Job Requirements:
Education and Experience:
Bachelor’s degree in civil engineering or construction engineering.
Master’s level qualification in Civil Engineering is preferable.
3 to 5 years of experience in shelter.
Good capacity building and management skills, including human resource and financial management, communications, and intercultural cooperation skills
Strong knowledge of MS office and Engineering software (AutoCAD, Primavera, Etabs or Safe)
A networker, diplomatic and results oriented, with the ability to work under stressful and time bound project conditions.
Flexible and capable of working in a stressful context.
Good oral and written communication skills in English language.
Good oral and written communication skills in Dari or Pashtun language.
Must have knowledge of key humanitarian principal and other international laws and Sphere Standards
Good English language written, and oral communication skills are required.
Skills:

Strong leadership, supervision, management, project planning, monitoring and evaluation, analytical interpersonal, and communication skills
Strong budget management and reporting skills; and an ability to oversee multiple awards from a variety of donors
Strong written and oral communication skills, comfortable in a multi-cultural environment, and effective in representation
Able to respond rapidly to changing environments and work under pressure
Fluency in English required; knowledge of Dari and Pashtu preferred
Excellent organizational skills with the ability to prioritize multiple tasks and meet deadlines
Strong organizational and diplomacy skills.
Effective IT skills including word processing and spreadsheet.
Good interpersonal skills with ability to travel field based on need.
