Job Summary
Reporting to the Manager, Strategic Partnerships and Humanitarian Diplomacy, the Senior Officer SPRM Support the coordination of Afghanistan Country Delegation Resource mobilization activities, and efficient and effective management of flagship grants, and stewardship. This position will work closely with the PRD unit in Asia Pacific.
Duties & Responsibilities
Support the coordination of resourcing/fundraising efforts for the emergency operations and the unified plan.
Support the development of a fundraising strategy for Afghanistan, and its implementation.
Provide support on partner engagement to ensure accountability to donors. Create a database of partner profiles with latest data and information on funding and thematic trends.
Support the development of key briefing notes on key donor profiles/external partners/diplomatic missions.
Ensure effective coordination between Afghanistan Country delegation, regional SPRM and technical teams to ensure compliance with donor requirements, and that agreed earmarking criteria are understood and adhered to.
Support the negotiation of contractual Agreements with Partners/Donors and manage the review and validation processes in internal IFRC systems (i.e. Econtracts, CAM matrix).
Provide regular reporting and analysis of partner and funding landscape including trends, gaps, income and expenditure and quality and nature of contributions, including creating IM portal to visualize our resourcing plans.
Propose and coordinate actions to increase funding coverage, advising colleagues in country office and operational leads on fundraising strategies and approaches to partners.
Support the coordination of the proposal development and submission process, in close liaison with operational and technical leads as well as relevant partners.
Support facilitation of external relations, both within the RC Movement and with non-RC partners, including in proactively coordinating donor field visits, planning partnership meetings and conference calls.
Close coordination with Afghanistan Country Delegation and Afghan Red Crescent Society on partnership needs and capacity development.
Support the Afghan Red Crescent Society in developing fundraising strategy and approaches to support their flagship programmes and priorities.
Job Requirements
Relevant university education or an equivalent of qualifying experience.
Relevant post-graduate degree.
A minimum five years’ experience in resource mobilization and partnership.
Experience working with international funding agencies (e.g. Multilaterals, Financial institutions, or governments).
Experience in humanitarian donor policies.
Experience working in an international, multicultural, and pluri-disciplinary environment.
Experience in networking and building relationship with internal and external stakeholders.
Experience in, or knowledge of, the Red Cross Red Crescent Movement.
Familiarity with government and multilateral funding systems and within the RC Movement.
Strong knowledge of information sharing tools including CRM systems.
Excellent oral and written communication skills.
