Job Summary:
The HR Roving Supervisor will manage and support various human resources functions across multiple locations under the AIYA project. She/He will ensure smooth HR operations and compliance with CARE's policies, USAID regulations, and Afghan labor laws. This role involves overseeing the entire employee life cycle, from recruitment and on boarding to performance management, employee engagement, employee relations, and staff surveys. The HR Roving Supervisor will also manage HR officers in sub-offices and represent the HR department in both internal and external meetings
Job Risponsibilities:
Perform as the Employee Relations Manager, addressing and resolving any workplace conflicts, grievances, or employee concerns.
Maintain a positive working environment by ensuring fair and consistent application of HR policies and procedures.
Oversee the entire employee life cycle, ensuring smooth transitions from recruitment to onboarding, development, performance management, and offboarding.
Ensure that CARE Afghanistan's recruitment processes are compliant with USAID regulations and Afghan labor laws.
Ensure all HR processes, including recruitment, hiring, and onboarding, are in full compliance with USAID guidelines and regulations.
Coordinate with HR teams in Kabul/sub-offices to ensure the effective implementation of recruitment, onboarding, and off boarding processes across all locations.
Oversee and ensure the consistent implementation of the performance management process across all teams.
Provide support and guidance to managers and staff regarding performance evaluations, goal setting, and development plans.
Act as the HR representative in internal and external meetings, presenting HR updates, addressing issues, and contributing to strategic discussions.
Represent CARE Afghanistan’s HR policies and practices in various forums, ensuring alignment with organizational objectives and compliance with regulatory requirements
Coordinate with program units and provincial staff to ensure timely and effective orientation events for new joiners.
Process assigned staff hiring transparently, ensuring the promotion of gender equity and diversity throughout all hiring procedures. Advocate for gender equity and staff diversity during CARE recruitments.
Participate in the hiring process, particularly for emergency hires, and support the recruitment team during any staff absences
Employee Engagement & Surveys:
Lead employee engagement initiatives, ensuring that activities are aligned with CARE’s mission and values.
Assist in the planning and implementation of staff surveys, analyzing the feedback to improve employee satisfaction and retention.
Management of HR Officers:
Supervise, support, and manage HR officers hired under the AIYA project in selected sub-offices.
Provide training, guidance, and ensure that HR officers effectively carry out their responsibilities in line with organizational standards.
Travel Requirements:
This role requires 50% of the time to be spent in Kabul and 50% in designated sub-offices across Afghanistan, as determined by the AIYA project.

Job Requirements:
Education:
Required, Bachelor's degree in Human Resources, Business Administration, or a related field.
Desired, Strong knowledge of labor laws, regulations, and HR best practices.
Experience:
At least 4 years of experience in human resources, with a focus on employee relations, performance management, and recruitment.
Strong knowledge of USAID regulations and Afghan labor laws.
Proven experience managing HR teams and supporting HR operations in multiple locations.
Excellent communication and interpersonal skills, with the ability to manage relationships at all levels of the organization.
Ability to manage conflict and provide effective solutions.
Strong organizational and problem-solving skills.
Ability to work under pressure and adapt to changing priorities.
Proficiency in English and Dari/Pashto (preferred)
