Position: Programme Development Manager
Job Summary:
The Programme Development Manager will report to the Head of Programme Development and Resource Mobilization, with a primary focus on building relationships with key local, regional, and global stakeholders. This role involves portfolio analysis, donor landscape scanning, creating donor engagement and funding strategies, tracking funding opportunities, and leading proposal development. Additionally, the Manager will provide technical support to the Partnership Unit.
In emergencies, the role may require adapting responsibilities and working hours.

Key Responsibilities:
Programme Development (30%)
- Analyze portfolio trends to enhance funding strategies.
- Monitor and track upcoming funding opportunities from institutional donors, INGOs, and private sectors.
- Represent the organization in donor meetings to strengthen collaborations.
- Develop and implement donor engagement strategies and explore innovative fundraising methods.
- Lead donor landscape mapping and thematic funding plans.
Local Donor Engagement (10%)
- Develop materials to support donor engagement.
- Monitor donor and government updates for strategic alignment.
- Support the Partnership Unit in identifying opportunities for collaboration with NGOs.
Proposal Development (40%)
- Coordinate interdepartmental efforts for proposal development and project design.
- Oversee proposal calendars, ensuring quality submissions.
- Lead lessons-learned reviews to improve future proposals.
- Collaborate with advisors and consultants for technically robust and contextually relevant proposals.
Strategic Information Management (10%)
- Provide insights on funding priorities and pipelines.
- Document and share best practices for effective bid management.
Humanitarian Response (10%)
- Mobilize resources during emergencies and support funding coordination in initial phases.

Qualifications and Skills:
Essential:
- Minimum 4 years of experience in emergency and development contexts across sectors such as education, health, and child protection.
- Proven ability to develop large-scale proposals and manage budgets over $1 million.
- Strong experience in donor engagement and funding strategy development.
- Familiarity with institutional donor requirements and compliance.
- Excellent planning, communication, and interpersonal skills.
Desirable:
- Experience with Afghanistan's donor landscape.
- Skills in strategic portfolio analysis.
