 Job Overview  

How You Can Make a Difference 

The Information Management (IM) Specialist will work under the supervision of the Education Cluster Coordinator, providing leadership in the cluster’s IM functions. This role involves facilitating a coordinated, strategic, and effective response by cluster participants that aligns with the needs of affected populations. The IM Specialist will lead efforts to gather, analyze, and share critical data to support evidence-based decisions for the Education Cluster's operations.

 Key Responsibilities  

 

1.Coordination and Representation 

- Support the rollout and monitoring of core cluster functions and the Humanitarian Programme Cycle (HPC), including Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), and Cluster Coordination Performance Monitoring (CCPM).  

- Represent the Education Cluster IM functions at all levels, ensuring clear communication and reporting.  

- Actively engage in relevant working groups, such as the Information Management Working Group (IMWG), and represent the cluster in inter-cluster IM forums.  

 

 2. IM Function Management

- Develop and implement an Education IM strategy and data collection plan tailored to stakeholder needs and aligned with ethical data management protocols.  

- Provide technical guidance to cluster members and support the development of standardized methods for sharing information.  

- Maintain a comprehensive catalog of IM products, including maps and assessments.  

 

 3.Needs Assessment and Analysis

- Collaborate with cluster members to plan and execute needs assessments, including joint efforts at national and subnational levels.  

- Collect and analyze data on economic needs, market conditions, and delivery modalities (e.g., in-kind, cash, vouchers, or services).  

- Identify information gaps and work with partners to address them.  

 

 4. Strategic Response Planning

- Implement partner presence mapping and contribute to HRP development, including setting objectives, indicators, and targets.  

- Assist in prioritizing response modalities and curating relevant data.  

 

5. Resource Mobilization

- Monitor the financial status of the Education Cluster and support financial reporting on platforms like the Financial Tracking Service (FTS).  

 

 6. Implementation and Monitoring 

- Guide regional clusters in using IM tools effectively and building capacity at regional levels.  

- Develop and maintain an Education Cluster monitoring plan, including databases for tracking response activities (e.g., 5Ws reporting).  

 

 7. Peer Review and Evaluation 

- Support annual performance reviews, including the CCPM process, and contribute to broader humanitarian evaluations.  

 

 8.Accountability to Affected Populations

- Ensure meaningful participation of affected populations and maintain feedback mechanisms.  

- Promote the inclusion of cross-cutting issues such as gender, disability, child protection, and GBV mitigation in cluster data.  

 

 9.Capacity Building

- Encourage local and national actor participation in IM activities and provide technical support.  

- Design and implement capacity-building plans for cluster partners.

Requirements  

 

 Education  

- Advanced university degree in Information Management, GIS, Information Systems, Statistics, Computer Science, or related fields.  

- Formal training in Education Cluster IM is a plus.  

 

Experience  

- Minimum of 5 years in information management, data analysis, or PM&E, with at least some experience in humanitarian contexts.  

- Experience in humanitarian coordination systems is an advantage.  

- Strong skills in IM and data management are essential.  

 

 Skills  

- Attention to detail and proficiency in minor technical repairs.  

- Familiarity with tools like radio, email, and data-sharing platforms.  

 

Languages  

- Fluency in English and at least one local language (e.g., Dari or Pashto) is required.
