Job Overview:

 

How You Can Make a Difference

 

The Programme Officer is tasked with implementing a flexible and risk-managed strategy for humanitarian cash transfer (HCT) activities. This includes overseeing project design, planning, execution, and monitoring, while ensuring adherence to operational policies. The role also involves working closely with relevant ACO Programme Sections and supervising at least one Programme Officer (NOA) and a National UN Volunteer.

 

Key Responsibilities:

 

1. Knowledge Management:

  - Support country programs by aiding in data collection, analysis, accurate reporting, and participating in sharing "lessons learned" within the Programme Knowledge Network.

  - Exchange information with partners and assist in developing training materials.

 

2. Program Development and Management:

  - Provide technical assistance for preparing Situation Analysis, identifying intervention points, and monitoring socio-political-economic trends affecting programs.

  - Draft or prepare work plans as needed.

 

3.Optimal Use of Program Funds:

  - Monitor program implementation for compliance, coordinate fund allocation, and ensure proper disbursement and liquidation.

 

4. Program Monitoring and Evaluation:

  - Conduct field visits to assess program implementation and take corrective actions.

  - Collaborate with partners to maintain transparent evaluations and improve program quality.

 

5. Rights-Based and Results-Based Program Management:

  - Support a rights-focused approach in planning and program development, working with partners to enhance program quality.

 

6. Partner Capacity Building and Sustainability:

  - Assist implementing partners with technical support, training, and ongoing collaboration to ensure program sustainability.

 

7. Advocacy for Rights:

  - Advocate for children's and women's rights, analyzing related policies, and promoting UNICEF's goals at community and family levels.

 

8. Partnership and Coordination:

  - Facilitate partnerships with internal and external stakeholders to improve data collection, program implementation, and supply distribution.

  - Maintain internal controls in coordination with the Operations Section.

Job Requirements:

 

- A bachelor's degree in social sciences, international relations, public administration, or a related field.

- At least two years of professional experience in program management, with a focus on cash transfer projects.

- Experience in emergency contexts, financial management, NGOs or the UN, and risk management.

- Supervisory experience is an asset.

- Fluency in English and/or Dari or Pashto.
