Position Overview:

 

The role involves leading ASLO’s education program across Kabul and Kunar provinces. The position requires building strong relationships and coordination with key departments such as the Provincial and District Education Departments (PED, DED) and donors. The role also entails managing project plans, ensuring compliance with agreements, and meeting humanitarian and government standards throughout the project duration.

 

Key Responsibilities:

 

- Program Management & Coordination:

  - Lead the overall education program in Kabul and Kunar.

  - Maintain strong coordination and synergy with key departments, including PED, DED, and donors.

  - Develop and implement monthly and weekly project work plans.

  - Establish technical cooperation with program support units and functions.

  - Ensure adherence to structures, standards, staffing, resources, and policies for project execution.

  - Clarify project assumptions for all staff to ensure timely and effective achievement of goals and objectives.

  - Ensure all terms and conditions agreed upon in signed MoUs with donors and the Ministry of Education are met throughout the project's lifecycle.

  - Guarantee that all project activities align with humanitarian and government standards.

  - Identify and mitigate risks that may impact finances, HR, legal matters, or the reputation of ASLO or the ministry.

  - Incorporate community development and “Do No Harm” practices in project planning and execution.

  - Provide guidance to project staff for smooth and timely implementation.

  - Regularly monitor and evaluate project progress in coordination with the Deputy Managing Director.

  - Build a skilled and dedicated project team, fostering cooperation and coordination among staff.

 

- Community Engagement & Collaboration:

  - Foster an environment of dialogue, information sharing, partnerships, and cooperation between local communities, government, and partners.

  - Coordinate with other NGOs in the area to ensure program alignment and complementary activities.

  - Represent ASLO’s mission and operations when hosting visitors, including donors and government representatives, at project sites.

 

- Reporting & Administration:

  - Ensure timely submission of quality narrative and financial reports, adhering to donor requirements.

  - Meet donor deadlines for financial reporting and coordinate with sector leads as needed.

  - Track project activities and outputs, making adjustments to ensure alignment with intended outcomes.

  - Analyze project impacts, document best practices, and use this information to inform decision-making.

  - Monitor project expenditures against budgets, anticipate deviations, and recommend adjustments as necessary.

  - Track project risks and implement contingency plans when needed.

  - Undertake other duties as assigned by the Education Director.

 

Qualifications:

 

- Education: Bachelor’s or Master’s degree in management or a related field, with at least 7 years of experience in program management and grant writing with national or international organizations.

- Skills:

  - Excellent knowledge of fundraising resources.

  - Strong program management capabilities.

  - Proficiency in communication.

  - Fluency in English.
