Job Summary:

 

The Senior HR Officer, reporting to the HR Coordinator, collaborates closely with the Human Resource team to support various HR functions, ensuring alignment with PUI's policies and Afghan labor regulations. Responsibilities include:

 

- Assisting in the finalization and implementation of HR policies in line with PUI’s strategy.

- Standardizing HR procedures, tools, and templates.

- Providing HR support to administration teams across various locations.

- Managing administrative matters at the Kabul office, such as official documents, meetings, and visas.

 

Main Responsibilities:

 

Working under the HR Coordinator’s guidance and in collaboration with the entire HR team, the Senior HR Officer is responsible for:

 

1.HR Policy Development and Implementation:

  - Assisting in updating HR policies, including recruitment, payroll, administrative management, and career development.

  - Ensuring all HR policies, once approved, are communicated and understood by the team, and providing the necessary tools for implementation.

  - Participating in revising internal regulations.

 

2. Administrative and Career Management:

  - Overseeing recruitment processes and contract management.

  - Validating employment documents and amendments.

  - Providing administrative support and overseeing payroll systems.

  - Coordinating performance appraisals and employee training programs.

 

3. Organizational Support:

  - Contributing to staffing plans and job classification updates.

  - Assisting in developing job descriptions and ensuring compliance with HR standards.

 

4. Communication and Coordination:

  - Facilitating the flow of HR information within the organization and ensuring regular HR monitoring and training.

  - Representing PUI in discussions with local authorities and NGOs.

 

5.HR Team Management:

  - Supporting HR team management, updating team structures, and conducting assessments.

  - Leading HR meetings and coordinating activities.

  - Developing action plans for the HR department based on the organization’s strategy.

 

Job Requirements:

 

- Bachelor’s degree in HR Management or a related field; a Master’s degree is an advantage.

- At least three years of relevant experience with an NGO/INGO.

- Proficiency in Microsoft Office and HR software.

- Intermediate-level English and knowledge of PSEAH.

- Familiarity with HOMERE and HRIS systems.
