Job Description:

 

Role Overview:

 

The Admin/HR Officer is tasked with managing administrative and human resource functions at RHDO, ensuring operational efficiency, compliance with organizational policies, and supporting other departments. The role involves recruitment, employee relations, office management, and overseeing HR processes.

 

Primary Responsibilities:

 

1. Human Resources Management:

 

  - Recruitment and Selection:

    - Create job descriptions and advertisements for open positions.

    - Manage the recruitment process, including screening, interviewing, and hiring.

    - Conduct background checks and verify references for new hires.

  - Onboarding and Orientation:

    - Lead orientation for new employees, introducing them to RHDO policies.

    - Prepare employment contracts and documentation.

  - Employee Relations:

    - Address employee concerns and mediate disputes.

    - Handle disciplinary actions according to RHDO policies.

    - Maintain open communication with staff to promote a positive work environment.

  - Performance Management:

    - Support performance evaluation processes in collaboration with supervisors.

    - Ensure transparency and fairness in performance management.

 

2. Administrative Responsibilities:

 

  -Office Management

    - Oversee daily administrative tasks like managing supplies, facility upkeep, and record-keeping.

    - Maintain proper filing and archiving of important documents.

  -Asset Management:

    - Keep an updated inventory of office assets.

    - Coordinate with procurement for office purchases and service agreements.

  - Policy Compliance:

    - Ensure adherence to RHDO’s HR policies and update staff on any changes.

    - Stay informed on Afghan labor laws to ensure compliance.

  - Payroll and Benefits:

    - Process payroll and manage employee benefits, including health insurance and leave.

    - Ensure timely submission of timesheets and leave requests.

  - Training and Development:

    - Identify staff training needs and coordinate capacity-building initiatives.

    - Organize staff development programs.

  - Exit Management:

    - Facilitate the offboarding process, including exit interviews and final settlements.

    - Develop a process for knowledge transfer during employee departures.

 

3.Finance:

 

  - Follow RHDO’s financial guidelines and donor requirements.

  - Implement financial systems and monitor cash flow.

  - Prepare financial reports and budgets, ensuring compliance with donor requirements.

  - Conduct risk assessments and assist with strategic financial planning.

  - Maintain transparent and accurate financial records.

  - Facilitate external audits and prepare monthly financial reports.

 

Job Requirements:

 

- Bachelor’s degree in HR, Business Administration, or a related field.

- 3-4 years of HR, administration, or finance experience, preferably with an NGO.

- Knowledge of Afghan labor laws.

- Proficiency in MS Office and HR software.

- Strong communication, organizational, and problem-solving skills.

- Ability to work in a multicultural environment.
