The role involves ensuring the proper and efficient implementation of case management activities for child protection (CP) cases, gender-based violence (GBV) survivors, and people with specific needs (PwSN) within internally displaced persons (IDP), returnee, and host communities. The individual must adhere to key case management principles, including a survivor-centered approach, confidentiality, safety, non-discrimination, and "do no harm," while ensuring the protection principles are well understood, upheld, and enforced.
Duties and Responsibilities:
- Provide technical oversight for all open cases managed by caseworkers under their supervision (social workers report hierarchically to the PAM).
- Ensure proper service mapping and case allocation for vulnerable individuals.
- Ensure all steps of case management are performed according to INTERSOS ICM SoPs and GBV/CP standards and principles.
- Maintain the quality and timely follow-up of open cases, ensuring the action plans are properly implemented.
- Support caseworkers in effectively managing cases, offering necessary guidance.
- Regularly review cases in meetings with caseworkers to ensure they are progressing correctly and reassess responses when necessary.
- Consult with the Case Management Specialist for any high-risk or complicated cases.
- Ensure cases are only closed after all resources and services have been exhausted, following IMS SoPs.
- Supervise proper filing of cases as per established SoPs.
- Assign and monitor caseloads, addressing challenges with the PAM/CM Specialist.
- Coordinate meetings with service providers and build effective relationships with stakeholders.
- Conduct field visits for technical guidance and supervision.
- Develop technically sound monthly and weekly work plans consistent with the project's objectives.
- Oversee CP, PwSN, and GBV case management services, including Cash for Protection assistance (CPA) and distribution of in-kind aid (dignity and education kits) in line with internal SOPs.
Capacity Building and Reporting:
- Report directly to the PAM and consult with the Case Management Specialist for high-risk or complex cases.
- Build team capacity through training and on-the-job mentoring.
- Provide caseworkers with regular feedback on the cases under review.
- Supervise field teams, report concerns promptly, and collaborate with external partners.
- Report to the CM Specialist when service mapping needs updating or if there are gaps in services (e.g., health, legal, or security).
- Work closely with the PAM and CM Specialist to provide feedback, discuss caseloads, and promote technical improvements.
- Update the internal database bi-weekly, in coordination with the PAM.
- Ensure caseworkers follow confidentiality and data protection protocols.
- Assist with data reporting while maintaining confidentiality.
Coordination:
- Maintain strong relationships with external stakeholders through regular communication and follow-up on pending/referred cases.
- Adhere to INTERSOS policies on child protection (CP), protection from sexual exploitation and abuse (PSEA), data protection, and case management.
- Uphold strict confidentiality in handling beneficiary information.
- Advanced university degree in Political Science, Law, Psychology, Social Work, or related fields.
- Minimum of two years of relevant protection work in the humanitarian sector (with NGOs, INGOs, or UN agencies).
- Strong knowledge and understanding of protection principles, GBV, CP, and PwSN.
- Experience and expertise in the steps of case management.
- Fluency in English and Pashto (both written and spoken).
- Proficiency in computer applications (Excel, Word, etc.).
- Commitment to INTERSOS principles, including the Code of Conduct and PSEA policies.
- Previous experience working in Afghanistan’s southern region (Kandahar or Zabul districts).
- Willingness and ability to travel within Kandahar.
