Duties & Responsibilities

1. Develop and arrange monthly, quarterly, and annual work plans in alignment with the general plan to achieve the department's strategic goals.

2. Supervise, control, and manage technical activities related to the department's information technology (hardware and software) to maintain the network's protective system.

3. Design and implement policies and procedures to enhance network security and safeguard technological systems.

4. Install and monitor security systems, such as firewalls and antivirus software, on computers and servers to prevent delays in the operation of the information technology system.

5. Identify and select the best methods and systems to ensure network security.

6. Timely assess and review security gaps in the ministry's local network and systems, such as firewalls, domain controllers, IT equipment, official email systems, and other related information systems.

7. Maintain and monitor the functionality of security systems, ensuring timely updates to prevent security threats to technological systems.

8. Conduct comprehensive security assessments of software and hardware used by ministry employees in the information technology sector.

9. Provide professional advice and conduct training programs to enhance the cybersecurity skills of ministry employees.

10. Provide detailed specifications for security hardware and software and equip the department with necessary security devices and software in the IT sector.

11. Stay informed about security and network monitoring software and implement modern software to safeguard and monitor the network and related devices.

12. Assess and troubleshoot existing network systems for security issues, resolving gaps and deficiencies promptly.

13. Ensure physical and logical security of the server room to prevent potential risks.

14. Identify, analyze, and respond promptly to cyber-attacks.

15. Provide quarterly, annual, and as-needed reports to the relevant authority on activities and achievements.

16. Perform other duties as assigned by competent authorities in accordance with the laws, regulations, and objectives of the ministry.

Education, Experience, and Skills:

This job description is prepared considering Articles 7 and 34 of the Civil Service Employees Law with the following minimum qualifications and criteria:

1. A minimum of a bachelor's degree in Computer Science, with preference given to higher educational qualifications.

2. At least two years of relevant experience for bachelor's degree holders.

3. Proficiency in one of the official languages (Dari or Pashto) and familiarity with written and spoken English, along with computer skills.

4. Ability to control and lead effectively.
