Job Description:

The Monitor officer will play a key role in providing support to the overall project and working alongside to Project Manager and Program Unit. Monitor officer is responsible to monitor and report on output and outcome-level progress of all Resilience Food System (RFS) project activities related to WFP-sponsored project in which he/she is assigned. The main responsibility of the Monitoring expert is to monitor and evaluate the project activities on a continuous basis and give feedback to the Project Manager on progress of the activities within the scope of the project and in compliance with the guidelines and procedures of the Organization. The primary duties will cover field level operations with regular visits to the field to meet with project participants, activities, out put and outcomes. In addition, the monitoring officer is responsible for developing and implementing the monitoring strategy for the resilience and food systems (RFS) project. This includes setting up systems to collect, analyze, and report data on project inputs, activities, outputs, and outcomes as mentioned in above. The monitor officer ensures that the project’s progress can be measured against its targets in which its progressing based on its scope. This role will manage all project data (beneficiary selection, beneficiary daily attendance, assessment results, etc.) to ensure data quality, train staff in data collection if needed, and coordinate any related tasks with project manager and program units. The monitoring officer also leads on documenting and filling the project related documents in excellent manner.

Job Requirements:

Having good behavior with community people especially with beneficiaries

Conduct regular monitoring visits to all project locations in targeted districts completing work plan checklists, conducting spot check surveys and interviews with project participants to gauge regular progress toward completing project activities.

Coordinate with project manager and operations staff to ensure that all project activities are in progress and being completed according to project work plans and in compliance with the donor-requirements.

Provide training on essential aspects of Monitoring and evaluation to project staff.

Communicate and liaise with all WFP Tirth Party Monitoring (TPM) monitoring teams, as needed, to ensure project activities are in progress and being completed according to project work plans and in line with WFP requirements.

Communicate and liaise, as needed, with community leaders and significant stakeholders to gauge project progress and report on any challenges that may be arises.

Develop monitoring and evaluation tools for RFS project activities in targeted provinces.

Prepare weekly and monthly monitoring reports based on field and monitoring visits, per the requirements of SFL and WFP.

Provide feedbacks on compliance reports are sent by TPM though WFP program or monitoring unit.

Collect data through use of qualitative and quantitative instruments for use in output and outcome-level evaluations to gauge project impact and success.

Collect data through use of various multimedia (Interview, FGD, pictures, video, etc.) to demonstrate project impact and success and to communicate to relevant and interested stakeholders the progress of SFL program implementation.

Communicate and liaise, as needed, with community leaders and significant stakeholders to gauge project progress.

Research and collect project impact and human-interest stories that may further demonstrate project impact and success.

Assist data entry officers with entry, cleaning and data quality management of all data related to both monitoring and operations.

Maintain well-organized and through data storage and filing systems, per SFL requirements.

Assist the team in making project outcome and indicators for WFP’s project proposal.

Support project implementation alongside operations staffs where needed.

Perform other duties as assigned by program leadership (Project Manager)

Qualification/ Requirements:

 

Bachelor’s degree in Business Administration, Economics, Statistic, Social Science or other relevant fields of studies.

3 to 4 years relevant work experience in the field of monitoring and evaluation with NGOs, INGOs or UN agencies.

Computer skills at the operator level, especially with MS Office packages.

Fluency in English and Dari and/or Pashto, both written and spoken.

Ability or experience in the field of community driven development projects monitoring

Ability or experience of data verification and analysis.

Having strong report writing skills.

Familiarity with various types of data collection methods and data management.

Experience in planning, reporting and budgeting.

Good communication skill and able to pass the massage/questions in local languages to the respondents.

Have good interpersonal skills and ability to plan work.

Supervisory, team worker, analytical, and troubleshooting skills.

Regional and cultural knowledge of areas of SFL field operations in Afghanistan

Willingness to work long hours when required

Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required

Honest, proactive, well mannered, and must share values of SFL.

Willing to stay in field locations

Ready to work, live and travel in an intricate and strenuous environment
