Position Summary:
The role serves as a primary representative of Relief International to coordinate and liaise with field level Line Ministries directorates of the Afghan Government. This role seeks to facilitate strong program implementation through ensuring full representation of Relief International to external audiences and to receive and respond to the requests and inquiries from the government.
Essential Responsibilities and Duties:
Act as a link between RI and key organizations, agencies, or groups and facilitate communication between local and UN parties. This may involve conveying information, coordinating meetings, and ensuring that all Health parties have access to the information they need.
Establish and maintain contacts and good working relationships with Line Ministries and Departments especially the Provincial Public Health Department and the Ministry of Economy
In coordination with the Program Manager, act as Relief Internationals external representative in all meetings and forums, the role will be responsible for providing support to the organizations or groups they represent in various ways, such as answering questions, providing resources, and offering RI strategic guidance
Relay and manage feedback, criticism, or needs from one organization to another.
Resolve any issues, problems, or requests from different parties promptly and efficiently.
Promote understanding between stakeholders/parties and create a positive environment at the provincial level, this will involve attending meetings, event and conferences
Ensure compliance with all legal and regulatory requirements for NGO operations in Helmand.
Maintain up-to-date records of approvals, MoUs, and correspondence with government authorities and submit letters and reports accordingly
Proactively engage with key government stakeholders to facilitate smooth operations and prevent bureaucratic delays.
Engage with local power brokers, community elders, and security actors to maintain humanitarian access and operational safety.
Act as a bridge between RI and local community to address concerns and grievances.
Support conflict resolution and risk mitigation efforts where tensions arise between RI and other stakeholders.
work as part of a team and may be responsible for collaborating with team members to achieve common goals. This may involve coordinating efforts, sharing resources, and providing support to program team members. Act as an advocate for Relief Internationals Policy and Procedures and Donor Compliance.
Support on gathering of information and analysis to understand the need and goals of RI’s program
Support on all matter of safety and security and access and liaison work
Any other task assigned by the Helmand Program Manager, Safety and Access Manager or the Country Director.
Job Requirements:
Minimum 2 years of higher education
Previous experience as Liaison Officer or similar position – an advantage and preferably with humanitarian non-governmental organizations
Understand the local legal framework as it applies to NGOs
Draft and format documents
Organize, file and submit information
Negotiate, convey messages and take positions
Adapt behavior to the target audience
Use the Microsoft Office Pack (especially Word and Excel)
Be able to prioritize activities and adapt plans to unforeseen circumstances
Use a filing and archiving method
Work in a multi-disciplinary team
Proficiency in English and Pashto
Capacity to work under tight deadlines
