Position:
National Monitoring and Evaluation Manager, Education – Aga Khan Foundation Afghanistan (AKF (Afg))
Objective:
The Aga Khan Foundation Afghanistan (AKF (Afg)) is part of the Aga Khan Development Network (AKDN), a group of development agencies focused on improving living standards and creating opportunities in impoverished areas worldwide. AKDN organizations work in areas such as health, education, rural development, and private-sector growth to empower communities and individuals.
The National Monitoring and Evaluation Manager, Education, is an integral part of the education management team, reporting to the National Education Manager. This role involves supporting program development, planning, and analysis, facilitating information flow from field activities, and aiding in decision-making and donor reporting. The manager collaborates with the MERL team to design and implement indicators, manage impact studies, and oversee data collection. Based in Kabul, this role requires frequent travel (approximately 40%) to key program regions, including Badakhshan, Baghlan, Takhar, Bamyan, and Parwan.
Job Responsibilities:
Impact Monitoring:
- Collaborate with Education staff to create and share monitoring tools, track project outcomes, and ensure quality data for donor reporting.
Impact Studies and Research:
- Identify and lead impact studies, manage consultant recruitment, support tool development and data collection, and oversee staff training in data handling.
Strategic Communications:
- Gather and share case studies, achievements, and lessons with external and internal audiences.
Project Management:
- Assist the National Education Manager in developing Logical Frameworks, M&E work plans, and targets for donor proposals.
Monitoring and Spot Checks:
- Work with Grant Management to collect, review, and present data for audits, spot checks, and monitoring visits.
Knowledge Management and Sharing:
- Develop a knowledge management system that indexes all studies and databases, captures lessons learned, and ensures that staff can access essential information for program development and reporting.
Field Visits:
- Conduct monitoring visits to assess data quality and compile field visit reports.
Capacity Building:
- Plan and deliver professional development for the Regional and National Knowledge Management Teams.
Reporting:
- Ensure data accuracy in reports, gather necessary information from program staff, and track reporting deadlines.
Working Groups:
- Participate in project working groups to discuss monitoring tools, challenges, and lessons learned.
Child Safeguarding:
- Fulfill responsibilities in line with AKF's Child Safeguarding Policy.
Occasional Duties:
- Assist in tracking and analyzing monthly regional YPO data.
- Maintain filing systems and keep electronic and hard copies of program documents at the Kabul office.
- Cooperate with other programs, sections, and AKF departments, collaborating with education staff across regions and nationally.
- Other tasks as assigned by the supervisor.
Decision-Making and Authority:
- Establish the knowledge management system and review performance appraisals for the Knowledge Management team.
Requirements:
Qualifications:
- University degree (preferably Master’s) in Education, Evaluation, Social Sciences, or Statistics with significant M&E experience.
- Minimum 5 years of experience in Monitoring, Evaluation, Research, and Learning within Education.
- Fluent in Dari/Pashto and English.
- Strong analytical skills and the ability to manage information systematically.
- Skills in team leadership, communication, and mentorship, with proficiency in MS Access, Excel, Word, and web-based databases.
- Willingness to travel across AKF Afghanistan program areas.
