Job Description:
The Admin & Logistics Manager provides essential administrative and logistical support, working closely with the DCOP – Operations to manage day-to-day office administration, logistics, inventory, lodging, and local travel needs. This role oversees a team of support staff and drivers and ensures compliance with the project’s Field Operations Manual (FOM), USAID regulations, contractual requirements, and local laws.

Scope of Work:
Key responsibilities include:
- Serve as the main point of contact for admin and logistics needs, including managing schedules, tech resources, videoconferencing, room reservations, procuring devices, inventory audits, office supply orders, project calendar maintenance, and liaising with DAI Home Office operations.
- Provide admin support to the operations and technical teams by reviewing invoices and expenses, supporting operational procurements, addressing process-related questions, and coordinating travel and security logistics.
- Collaborate with the DCOP - Operations to improve admin and logistics systems, developing process guides, checklists, and a best-practices library.
- Address common issues independently using the DAI Field Operations Manual and escalate complex issues as needed.
- Maintain and audit administrative records, ensuring they are categorized and saved according to project protocols on shared servers.
- Coordinate logistics, clearances, and necessary authorizations for training, travel, and events.
- Verify bills/invoices provided by cooks to ensure transparency.
- Oversee project inventory management, including drafting quarterly reports and tracking project equipment in line with DAI and USAID policies.
- Manage staff and expat travel arrangements as required, evaluate liability for lost/damaged property, and assist in investigations, making recommendations for follow-up actions.
- Prepare disposition plans for submission to USAID as per DAI policies.
- The role is based in Kabul with frequent travel to regional offices and field locations.
- Perform additional tasks as assigned by the DCOP – Operations.

Job Requirements:
- Advanced degree in finance, human resources, business administration, public administration, economics, or a related field; or a bachelor’s degree with 5 years of relevant experience, master’s degree with 3 years, or a Ph.D. with 1 year of relevant experience.
- Experience in operations management, including procurement, facilities management, admin operations, logistics, travel, and subcontracting.
- Five years of experience in a similar role on donor-funded projects, with supervisory experience preferred.
- Experience in managing the logistics for USAID projects, with knowledge of USG contracting regulations.
- Proficiency in Microsoft Suite (Outlook, Excel, PowerPoint, and Word).
- Familiarity with internal controls and audit processes.
- Proficiency in Dari or Pashto, and fluent English with strong report-writing skills.
- Strong communication and operations management skills.
