 Job Overview:

The role involves assisting the Protection Unit at the IOM Reception Center in Spin Boldak under the guidance of the National Programme Officer (Protection), the Senior Project Associate (Protection), and the administrative Head of the Sub Office. The primary responsibility is to help screen, identify, and refer vulnerable undocumented returnees at border crossing points.

 

Responsibilities:

- Be present at the border during peak hours, either day or night shifts, to manage returnees.

- Provide briefings to undocumented returnees about IOM Protection Assistance.

- Share information on the Awaaz Afghanistan-UN call center services, which serves as an accountability mechanism.

- Maintain regular communication with the Department of Refugees and Repatriation (DoRR) staff at the border and with Protection teams in the province and Kabul for coordination.

- Collaborate with partners at the border to identify, screen, and refer vulnerable cases, ensuring no one is excluded from humanitarian assistance.

- Participate in training partners at the border on protection screening and referral processes.

- Regularly update Protection staff in Kabul with reports on returnee figures (pushed back, deported, and spontaneous returns).

- Perform additional tasks as assigned by the supervisor.

 

Qualifications and Experience:

 Education:

- A Bachelor’s degree in fields such as Political Science, Social Science, International Relations, Development Studies, Human Rights, Law, or a related area with one year of relevant experience; or

- A High School Diploma with three years of relevant experience.

 

 Experience:

- Experience in protection case management, particularly working with returnees in Afghanistan.

- Skilled in interviewing at-risk individuals and referring them to services based on their needs.

- Familiarity with KOBO for data entry.

- Background in working with migrants, refugees, internally displaced people, trafficking victims, and other vulnerable populations.

- Experience in preparing monthly reports.

- Basic understanding of migration issues in Afghanistan.

- Experience with screening and identification is beneficial.

- Prior experience in international humanitarian organizations or government institutions is an advantage.

 

 Skills:

- Comprehensive knowledge of humanitarian principles.

- Effective communication skills.

- Understanding of IOM's migration efforts in Afghanistan, especially for undocumented Afghan returnees.

- Competence in data collection using KOBO.

- Proficiency in Microsoft Word and Excel.

- Ability to work with people from diverse backgrounds.

- Strong interpersonal and problem-solving skills.

 

 Language Requirements:

- Fluency in English (spoken and written) is mandatory.

- Knowledge of Pashto or Dari is required, while fluency in both national languages is advantageous.
