Job Description:

Support MEAL Coordinator, Technical sector coordinators, Program Managers and Head of programs on the design and implementation of MEAL strategies, tools and processes, and capacity building of department and program team in MEAL requirements and practices throughout the projects’ cycle in accordance with the MEAL plans and standards that guarantee the quality, relevance and impact of our interventions.

 

Work closely with other departments to guarantee proper accountability and complaints management in the mission, as well as to foster a culture of learning and knowledge management.

 

Monitoring and Evaluation

Support the MEAL Coordinator in developing and reviewing the mission MEAL strategy, in accordance with INTERSOS standards.  

Support the development of indicators and MEAL plans during proposal design and planning phases (log frame, indicators definition, MEAL and Accountability Plans).

Lead the MEAL Officers in data collection ensuring strong data quality, tools and processes.

Support the development and implementation of assessments as and when required.

Lead the planning and implementation of the surveys (PDMs and other surveys/exercises, etc.) and evaluation exercises.  

Support the MEAL Coordinator in implementation of MEAL minimum standards (checklist).

Lead field visits to assessment implementation and promote programme quality monitoring and documentation and ensure identified issues are timely reported to management for action.

Participate in regular meetings with program team and where never necessary represent the MEAL Coordinator and INTERSOS in external meetings.

Conduct regular technical support field visits to project sites to support the MEAL Officers and projects teams in monitoring ongoing programmes.

Ensure that MEAL soft and hard versions of tools and files are properly archived, secured and easily accessible as per the mission’s related standard procedures.

Support the MEAL Officers in formulating recommendations to improve the activities and on the follow-up of recommendations.  

Supervise the Accountability Officers to ensure beneficiary complaints/feedback are timely received, forwarded, attended to or addressed and closed. Support production of regular CFRM monitoring reports.

Support the MEAL Coordinator in planning and implement or supervise evaluations (developing ToR, SoW, tools, analysis and report writing).

In collaboration with the MEAL Coordinator, plan and facilitate learning workshops and exercises in coordination with Program Managers and technical sector leads.

 

 

Data management

Support MEAL Officers to develop debases, ITTs and data collection tools.

Revise and approve project DB produced by the MEAL Officer at the beginning of each project  

Support IMO and program team in creation digital data collection tools ensuring its accuracy and appropriateness.

Develop and improve dashboards as requested by the MEAL Coordinator and the Program team, in collaboration with the IMO.

Ensure regular update of the indicators in the projects’ DB, ITTS and report project indicators to clusters and other relevant stakeholders as needed.

  

Accountability

In collaboration with the MEAL and the Accountability Officers, ensure the strengthening and development of quality MEAL activities and effective and sustainable accountability mechanisms, including complaint and feedback mechanism for beneficiaries, stakeholders and donors.

In coordination with the MEAL Coordinator, Head of Mission and HQ Internal Auditor develop, refine, follow-up, systematically analyse and provide feedback on the mission’s Complaint Feedback and Response Mechanism (CFRM).  

Ensure respect of cross cutting themes (gender, vulnerable categories, data protection, etc.) across MEAL activities and that the community engagement is done in an appropriate and respectful manner, managing expectations and providing a transparent client-oriented service  

In collaboration with other MEAL staffs, ensure staffs are regularly trained on AAP and the available CFRM.  

Assist in conducting investigations related to complaints producing all relevant investigation documents, as needed.

 

Reporting

Support Program Managers, technical coordinators and Project Managers in completing project progress reports.

Review and revise all reports drafted by MEAL Officers and follow up of implementation of MEAL recommendations.

Support the Programme Coordinator in the production of high-quality analysis reports to illustrate INTERSOS’ impact, including evidence of good practice and replicable programmes, and ensure that they are communicated appropriately.

 

 

People management

In close coordination with HR department, manage administrative processes for the department (MEAL staff recruitment, induction, appraisal, development and communication).  

Plan and lead departmental and coordination meetings.

Identify training needs for MEAL staff and support training/capacity development.

Promote the use of learning systems/events in coordination with other departments and SMT.

Facilitate training of MEAL and program staff on MEAL requirements, processes and tools.  

Ensure monthly department planning and deliverables are achieved on time.

 

Job Requirements:

Essential degree in Monitoring and Evaluation, Statistics, Economics, Information management, Social Science, Demography, Social studies or any related field. Master’s degree in any of the above, will be added advantage!

Minimum of 3 years of experience in full time MEAL position with INGO working in Afghanistan.

Proven experience in designing and conducting quantitative and qualitative surveys and evaluations.  

Knowledge and previous experience in Information Management Systems and data visualization using any software.

High level of computer literacy with strong data management knowledge and statistical analysis software (in addition to excel).

Desirable experience in implementation of beneficiary complaint and feedback mechanisms  

Working knowledge of English and 1 Afghani language (Pashto or Dari). Knowledge of more than 1 local language is an added advantage.

Strong report writing and presentation ability.

Strong leadership, team management and training/coaching (capacity-building) skills.

Good communication and negotiation skills

Flexibility and adaptability and ability to handle pressure and conflicting priorities.

Discipline, tolerant and commitment to INTERSOS principles.

Problem solving and decision making; ability to create solutions to operational problems.
