The Citizen Organization for Advocacy and Resilience (COAR), formerly known as Coordination of Afghan Relief, is an independent, non-political, non-sectarian, and non-profit Afghan organization established in 1989 and officially registered with the Ministry of Economy. COAR serves as a bridge between humanitarian aid donors and rural Afghan communities that have been severely impacted by nearly four decades of war, internal conflicts, natural disasters, and other challenges. The organization is committed to reaching underserved populations, enhancing local coping mechanisms, and promoting sustainable solutions to local issues, with an emphasis on self-reliance. COAR encourages communities to efficiently utilize their limited resources, discouraging aid dependency except in cases of disaster or extreme poverty. The organization ensures that beneficiaries maintain access to essential services while strictly adhering to the humanitarian principles of independence, neutrality, and impartiality.
